NC Charter Review Community Input We are your Charter Review Committee. The charter requires a review periodically. If we make change We welcome your input.

Council chose us to be their assistants in reviewing the charter and making suggestions for possible changes in our town's charter. Any revisions will bring the charter up for the citizens to vote on at the next election. Those representatives are

**********************************************************************(c) Council Action. Action by Council shall be by ordinance or resolution except on procedural matters. A roll call vote by yes or no shall be recorded in the journal. Four (4) members of the Council shall constitute a quorum. A smaller number may adjourn and compel the attendance of absent members, subject to the penalties prescribed by the rules of the Council. No action of the Council, except as otherwise provided in the preceding sentence and in Section 4.08(d) shall be valid or binding unless adopted by the affirmative vote of four (4) or more members of the Council.

What can’t the city charter do or say? The city charter is an extension of both the U.S. Constitution and the State Constitution. The city charter can not be at odds with the law mentioned in these documents. Specifically, and most importantly, your Bill of Rights. Do you want your voice heard?

We are your Charter Review Committee. Our members encompass all walks of life, lifelong residents and new arrivals, homeowners, and business owners, with varying life experiences and education levels. We feel we reflect the community you live in, and we are eager to serve at this important time for our city’s future.

First, what is a city charter?
Our city’s charter is like our country’s constitution. The charter contains the rules, and guidelines that affect our community.

Second, why should you care about the city charter?
As many of you are aware, the city is currently undergoing massive changes and the City Charter could not be more relevant than now. Our voices will shape the future of our community. Today’s decisions will not only impact you but your kids and grandkids.

Third, what changes will be put on the ballot for New Carlisle voters?
We are considering adding community values to the preamble of our Charter. Having our community values listed in the preamble will make council members and the administration consider those values prior to making decisions on our city’s future. Currently, we do not have any community values listed anywhere within our Charter.
