🚲 🛴 😃
Here is a quick video summary of Neenah’s new bicycle/E-Bike/E-Scooter ordinance.

Follow this link to read the whole ordinance:
https://www.ci.neenah.wi.us/wp-content/uploads/2026/06/Ord.-2026-07-Repealing-and-Replacing-Operation-of-Bicycles-and-Electronic-Scooters-06.03.26-Approved.pdf

Key Takeaways:
1️⃣ The goal of this ordinance is to promote safe and enjoyable use of sidewalks, trails, and bicycle ways by restricting unsafe or reckless operation of bicycles, electric bicycles, and electric scooters.
2️⃣ E‑bikes ARE allowed on sidewalks when the rider is actively pedaling.
3️⃣ E‑bikes are NOT allowed on sidewalks when powered solely by the motor and the rider is NOT pedaling.
4️⃣ E‑bikes are NOT allowed on Downtown sidewalks, (Main Street and West Wisconsin Avenue from W. Doty Avenue to S. Commercial Street).
5️⃣ E-bikes ARE allowed on all roadways following traffic laws.
6️⃣ Our enforcement focus will be on unsafe operation of these devices.
7️⃣ Trailers for children, pets, or equipment are allowed if they are ASTM‑approved (no homemade setups).
8️⃣ Helmets are required for all bicycle & E-Bike riders under the age 16.

Under Wisconsin law, an electric bicycle (e-bike) must have fully operable pedals and an electric motor of 750 watts or less. E-bikes are divided into three classes, with different speed capabilities and operating requirements.

Not every electric-powered two-wheeled vehicle is an e-bike. Electric dirt bikes and other motorized vehicles that do not meet Wisconsin's e-bike definition are subject to different laws and may not be legal to operate on public streets, trails, or parks.

Ride smart.
Ride safe.
Enjoy the summer 🌞
