UT County Technical Assistance Service CTAS provides prompt, accurate technical assistance on a daily basis to Tennessee's 95 counties and their associations.

Promoting better county government through direct assistance to county officials and their associations. CTAS was created by the Tennessee General Assembly in 1973 at the urging of county officials and their organization, the Tennessee County Services Association (TCSA). County officials wanted an agency to provide prompt, accurate technical assistance on a daily basis to Tennessee's 95 counties.

It was a whirlwind last week in Murfreesboro at our County Officials Orientation Program!🎉

On Monday and Tuesday, we had over 650 county mayors, highway officials, and county commissioners join us for orientation, of which over 550 county commissioners attended (and 460 of those commissioners were first-time elected)! On Wednesday and Thursday, we had over 170 county clerks, clerks of court, registers of deeds, and trustees join us. We are so grateful to our attendees for joining us and trusting us to help guide you in serving your counties and communities.

Our in-person orientation happens only during election years and is geared towards helping newly elected and re-elected county officials prepare to assume office on September 1. It's packed with a ton of information -- a lot of which is available on our website -- designed to hit the highlights of important topics such as county government structure, personnel issues, open records, ethics, budgeting, internal controls, and more.

Our CTAS staff presentations are now available on our County Officials Orientation Program (COOP) webpage with external speaker presentations being available soon: https://www.ctas.tennessee.edu/training/coop2026.

Some people leave behind a legacy.

Dolly Parton leaves behind a little bit of herself in just about every corner of Tennessee.

She spent her life lifting up people and communities—with generosity, determination, and a whole lot of heart. Her impact reached from the Smokies to communities around the world.
