Zachary Carter joined the Tennessee Alcoholic Beverage Commission in December 2018 as part of the Memphis District.

Since then, he has built a reputation as someone his colleagues can count on: steady in the work, thoughtful in his judgment, and committed to doing things the right way.

Now, he is stepping into a new leadership role as Assistant Special Agent in Charge, where he will support the Memphis District alongside SAC Rush.

Congratulations, ASAC Carter, on this well-earned promotion. We look forward to the leadership and continued service he will bring to this new chapter with the TABC.

Steven Grooms joined the Tennessee Alcoholic Beverage Commission in 2016 as a Special Agent in the Knoxville POD.

One year later, he was promoted to Assistant Special Agent in Charge. In 2024, he brought that leadership to the Memphis POD. Now, as he marks 10 years with the TABC, he is stepping into his newest role as Deputy Chief.

Before joining the Commission, Deputy Chief Grooms built nearly two decades of law enforcement experience across patrol, investigations, and leadership roles, including serving as Lieutenant Detective with the Gibson County Sheriff’s Office and Police Chief in Medina, Tennessee. He also served eight years in the Tennessee Army National Guard.

His path to this role reflects years of service, experience, and steady leadership across Tennessee.

Congratulations to Deputy Chief Grooms on his promotion and 10-year milestone with the TABC. We look forward to his continued leadership in this new role.

Ten years ago, Assistant Special Agent in Charge Ramirez joined the Tennessee Alcoholic Beverage Commission. Since then, he's taken on opportunities that have not only shaped his own career but also helped develop the next generation of TABC agents.

After joining the agency as a Special Agent, he took on the additional responsibilities of fi****ms instructor and field training officer before being promoted to Assistant Special Agent in Charge. Along the way, he has helped prepare and support fellow agents while continuing to grow as a leader within the agency.

Congratulations to Assistant Special Agent in Charge Ramirez on 10 years with the TABC. Thank you for the example you've set and for the investment you've made in both the agency and the people who serve alongside you.

When an alcohol-related fatality occurs, investigative duties extend beyond the immediate crash scene. This session will examine how the Tennessee Alcoholic Beverage Commission (TNABC) deploys Target Responsibility for Alcohol Connected Emergencies (TRACE) investigations. Attendees will discover how these specialized protocols determine whether a licensed establishment legally contributed to a fatal incident through over-service or illegal sales.

Strong partnerships are essential to keeping Tennessee communities informed and safe.

On June 22, Special Agent in Charge Kim Boleyn represented the Tennessee Alcoholic Beverage Commission as a featured presenter at a special meeting of the Hamilton County Regional Health Council's Addiction and Dependency Committee. The meeting brought together leaders from law enforcement, public health, community organizations, and state government to discuss Tennessee's new kratom law and its impact on our communities.

As the law took effect on July 1, 2026, SAC Boleyn shared the TABC's role in enforcing the legislation and answered questions about the agency's responsibilities. These conversations help ensure our partners have the information they need to work together in support of public safety.
