The Tennessee Municipal Bond Fund was able to help the Town of Stanton, TN secure $4.5 million in financing for street, sidewalk, municipal facility, and downtown improvements. Through partnerships like this with Citizens Tri-County Bank, TMBF helps Tennessee municipalities access competitive financing while saving taxpayer dollars.

We extend our congratulations to Angie Carrier on her selection to serve as the executive director of UT’s Municipal Technical Advisory Service.

Angie understands the complex issues our towns and cities face and, with that knowledge, will be a great benefit to local officials and our state.

We look forward to strengthening our historical partnership with MTAS to benefit Tennessee’s 345 municipalities.

Congratulations to our new executive director!

The University of Tennessee Institute for Public Service has named Angie Carrier the new executive director of MTAS. She's served as interim executive director since October 2025. She will start in the permanent role September 1.

“After conducting a search and considering several highly qualified candidates, we determined that Angie brings the broadest expertise of the three candidates to this position,” said IPS Vice President Herb Byrd. “She has produced a laudable body of work over the past 10 months and had broad support among the interviewing teams. I’m excited to see the fruit of her leadership at MTAS as it continues.”

Angie has been with MTAS since 2018 when she came on board as a municipal management consultant. She’s also served as the municipal management program manager during her time with the agency. Before coming to MTAS, she served as town administrator for Dandridge, city administrator for White House and development services director for Johnson City. She holds a bachelor’s degree from UT Knoxville and a master’s in city management from East Tennessee State University.

“I am honored by the opportunity to serve as executive director of MTAS and to lead an organization that I care deeply about,” Angie said. “I believe strongly in our mission and in the talented staff who work every day to support Tennessee municipalities. Together, we will continue to invest in our people, build meaningful partnerships, explore innovative solutions, and help local governments meet the challenges and opportunities of the future."
