The Lower Merion School District will continue partnering with Lower Merion Township and Narberth Borough to ensure the safety of our children and families while reducing dangerous driving.

Below is a brief summary of the September 3, 2026 Borough Council Work Session. Official minutes will be posted once adopted, and video recordings are available on the Borough website within one week of the meeting.

📌 Borough Council Work Session Recap — September 3, 2026

Council discussed design modifications prepared by the N. Narberth Ave. bridge contractor and recommended proceeding with the option to temporarily eliminate pedestrian access during construction. This approach is projected to save approximately eleven months in the construction schedule and reduce project costs. Although the loss of pedestrian access was carefully considered, the significant reduction in project duration and associated costs is expected to offer substantial benefits to the community. Modifications are subject to review and approval by PennDOT and Amtrak.

Council heard a presentation from Refugia on a potential adaptive reuse concept for 201 Sabine Ave. and discussed a possible RFP process. Council discussed the possibility of hiring a consultant to lead the process which would include opportunities for community feedback. No action was taken, and discussions will continue at a future meeting.

Council directed staff to work with the Solicitor to develop a policy for maintaining trees located within the downtown public right-of-way. Council expressed support for Borough maintenance of these trees, while property owners would retain responsibility for ownership.

Council reviewed a draft of Ordinance No. 1073, amending the zoning code to include fitness and indoor recreation uses. Council will consider authorizing advertisement of the ordinance at the September Business meeting. Council also reviewed the 2027 budget process. After Council previously authorized changes to the project scope, it was necessary for Council to reissue the bid award for the stormwater bumpout to Cipolloni Jr. & Sons, Inc. for $33,420.11.

Construction activities for the Narberth Avenue Bridge Reconstruction Project are scheduled to begin on Tuesday, September 8, 2026, following the Labor Day holiday. No construction work is planned for Labor Day, Monday, September 7. Daytime activities will include site mobilization and cleanup by Road-Con, as well as tree clearing operations on the north side of the project by McIlvaine Tree Service.

Nighttime construction activities are anticipated to begin on Sunday, September 13, 2026, and continue for 6-8 weeks. Night work is expected to occur Sunday through Thursday evenings from 9:00 PM to 5:00 AM, with Friday nights reserved as a makeup period, if needed. All nighttime operations will be coordinated with Amtrak. Planned nighttime activities include construction of access ramps to facilitate installation of Amtrak overhead catenary system (OCS) caissons at the southeast and southwest corners of the bridge, along with installation of temporary excavation support posts.

Please note that subsurface conditions encountered during drilling operations can be unpredictable. As a result, drilling durations and the construction schedule may be adjusted as work progresses. Additionally, all work is weather permitting and subject to Amtrak operational requirements and track access availability.

The Borough appreciates the public's patience and cooperation as this important infrastructure improvement project moves forward.
