Residents have 60 days to apply but it’s best to get the process started now.

Also watch out for scammers who pose as FEMA inspectors and contractors charging exorbitant prices or demanding excessive up-front deposits. Complaints about possible scammers can be filed with the attorney general’s Consumer Protection Division at indianaconsumer.com.

According to the StarPress, supplies, including cleaning products and nonperishable food, are being made available today to those affected by this week's flooding at Second Harvest Food Bank, 6621 N. Old Indiana 3, and Glad Tidings Church, 3001 S. Burlington Drive. Distributions started at 9 am.

A drop-off site accepting donated items for flood victims has been set up at Cabin 2 in Heekin Park. It will be open until 3 p.m. daily, according to a news release from the city of Muncie.

An overnight shelter for those displaced by flooding continues to be operated at Grace Baptist Church, 6401 W. River Road.

Day shelters for the displaced are available at the Hub, 318 W. Eighth St.; the New Norm, 1127 S. Madison St.; and Price Hall, 704 S. Madison St.

My Indiana House colleague Chris Campbell is the Indiana General Assembly's best advocate for the humane treatment of animals. I'm sharing this letter to the editor that appeared in the Star Press so you can see that she is a champion. It's written by Samantha Chapman who is the Indiana state director of Humane World for Animals. State Rep. Chris Campbell represents West Lafayette so we can't vote for her but we can support her reelection with a financial contribution to her campaign.

Last week the Delaware County Commissioners passed a resolution of a Vote of No Confidence in the Marion County prosecutor. It was a blatantly political act so I wrote an OpEd expressing my opinion of their action. It was published this morning in the StarPress. If the firewall keeps you from accessing the article, below are takeaway from it.

The most serious thing the Indianapolis metro takes from Delaware County is not our safety. It is our people.

Every year, the metro pulls our young families and Ball State graduates down I-69 with higher-paying jobs and newer housing than they can find here. We have lost population for decades. We are still rebuilding from the loss of the manufacturing jobs that built this community. Our families are fighting an opioid crisis that our own drug task force is working overtime against.

Those are fights the Board of Commissioners can actually lead. Where is the county’s plan to grow our housing stock so a young family can find a home worth staying for? To partner with Ball State and Ivy Tech so graduates build careers in Muncie instead of Fishers? To back the small businesses trying to fill our storefronts, and to chase every state and federal development dollar this region qualifies for? Bring in the drug task force and ask what it needs to shut down the Ohio pipeline. Those agenda items would be harder than passing a resolution about another county. They would also be worth the taxpayers’ time.

The resolution the commissioners passed will not treat a single case of addiction or bring a single job to Delaware County. It's fearmongering about Indianapolis crime.

At noon today outside the County Building I attended a special America 250 commemoration of the first public reading of the Declaration of Independence in Philadelphia by Colonel John Nixon.

The group in the photo each read a portion of the Declaration of Independence aloud, honoring the historic reading that first brought the words of independence to the people in 1776. The three men kneeling are from the Delaware County Veteran's Affairs Office. The men in colonial costume are members of the local chapter of the Sons of the Revolution. Members of the local Daughters of the Revolution were also involved in organizing the public reading.

Political labels are often used interchangeably, but they describe different ideas. Capitalism centers on private ownership and markets. Socialism emphasizes greater public or collective control of parts of the economy. Democratic socialism pursues stronger social programs through democratic elections, while communism envisions a classless, stateless society. Authoritarian systems can exist under different economic models, concentrating political power in the hands of a leader or ruling party. Understanding the differences leads to better conversations—not just louder debates.

The offensive taste and smell of Muncie's drinking water has been a hot topic for several weeks. While they don't threaten our health, the potential changes to two rules regarding PFAS contaminants known as “forever chemicals" announced by the EPA in May and recently summarized in the Indy Star and Muncie StarPress may be hazardous. Here's why.
PFAS exposure can lead to cancer, cardiovascular issues, liver damage and developmental issues during pregnancy, among other adverse health effects, according to the EPA.
One proposal announced by the EPA would roll back a rule that sets an allowable level of four different PFAS compounds in drinking water.
The other proposed rule would give water utilities an additional two years to meet certain drinking water standards.
Gov. Mike Braun signed an executive order in 2025 requiring that Indiana's environmental regulations be no more stringent than the federal government’s. That means that if the federal government rolls back its rule, Indiana must follow suit.
Indiana residents' primary exposure to PFAS comes from drinking water, according to a 2025 Purdue University study. The study found more than 20 counties across Indiana tested above the maximum standards set by the EPA. These rollbacks could make it more difficult to know if our drinking water is PFAS-free.
EPA officials say they need to delay compliance because public water systems face too many challenges to meet the original deadline. Challenges include finding certified operators, securing funding and making the capital improvements needed for PFAS filtration.
The EPA will hold public hearings for each proposed rule change on July 7, 2026.
