City of Muncie Community Development Department The primary function of the department is to administer entitlement grants awarded to the City of Muncie from the U.S.

Department of Housing and Urban Development (HUD), currently including:

•Community Development Block Grant (CDBG)
•Home Investment Partnership Program (HOME)
•Neighborhood Stabilization Program (NSP)
•Community Development Block Grant-Recovery Act (CDBG-R)

These are intended by HUD to develop and revitalize viable urban communities by providing decent affordable housing and a suitable living

environment, and by expanding economic opportunities, principally for low- and moderate-income persons.

PY 2025 CDBG AND HOME APPLICATIONS ARE AVAILABLE! Optional application information meeting 10am 12/16/2024 via Zoom.

CDBG public service applications for PY2025 will be available on Monday 12/09/2024. The submission deadline is Monday 1/6/2025. An optional application information meeting held on Monday 12/16/2024 at 10am via Zoom. Contact [email protected] for the Zoom meeting link. The city anticipates limiting public service applications to agencies serving the homeless and addressing causes of homelessness.

HOME applications will be accepted on a rolling basis on 1/15/2025, 4/15/2025, 7/15/2025 and 10/15/2025. HOME projects must be prepared to proceed within 90 days of application submittal.

CDBG and HOME applications must be submitted electronically via the Cognito Forms portal. Paper copies of application will not be accepted. HOME and CDBG applications are available at: https://Bit.ly/410VC8N.
