The Association strives to acquire members from all 102 counties in Illinois in an effort to combine the voices of effective juvenile justice councils and individuals interested in juvenile justice. Together, the combined voices will create policy implications such as:

> Redirection of state funds from incarceration and ineffective programs to local councils and governments.

> Local control and development of community-based alternatives to adjudication, incarceration and placement.

> Emphasis on quality assurance and performance based contracting at the local and state levels.

> Removal of status offenders from juvenile court jurisdiction due to effective alternative responses.
