Since 1894, 25 individuals have served as Skagit County Assessor. A handful of those leaders have also taken on the statewide role of President of the Washington State Association of County Assessors (WSACA): Ray Ropes (1952), Paul Mahoney (1987), Mark Leander (2003), Dave Thomas (2019 & 2021), and now Skagit County’s own Danny Hagen in 2026.

WSACA brings together elected assessors from across the state to share best practices, promote consistent appraisal standards, and work together on legislation and training that supports fair property tax administration. Being part of that collaborative network helps counties of all sizes deliver better service to taxpayers.

We’re proud of this tradition of service, both here in Skagit County and across Washington.

Flood Damage Assessments – Skagit County Update

If your property was affected by flooding, flood damage information can be submitted through Skagit County’s online portal:

This 2025 Initial Flood Damage Assessment Form is a collaborative effort across multiple Skagit County departments. It is designed to streamline the process so residents only need to submit information once, rather than completing multiple forms for different departments.

We recognize that not every property owner is able to immediately complete a form. The Skagit County Assessor’s Office is taking a proactive approach by reviewing flood-affected areas using all available imagery and data, including aerial and street-level imagery, to assess damage to real property even when a form has not yet been submitted.

That said, any additional information provided by property owners helps us better serve residents and improves the accuracy of our reviews.

As conditions allow and it is safe to do so, Assessor’s Office staff will continue field reviews throughout flood-affected areas. During large-scale flood events, response times may be longer than usual, and we appreciate the community’s patience.

📢 Reminder: Board of Equalization Appeal Deadline — November 24th

If you are planning to appeal your 2025 assessed value, please remember that Board of Equalization (BOE) appeals must be submitted by November 24th. The Board cannot consider late appeals unless they meet very limited circumstances defined in state law. Filing on time is the safest way to ensure your appeal can be heard.

📢 Reminder — Property Tax Education Event Tomorrow at the Skagit YMCA

The Skagit Valley Family YMCA will host a special Active Older Adults Lunch & Learn tomorrow from 1–2 PM, featuring Skagit County Assessor Danny Hagen.

Danny will share insights on how property values are determined in Washington, what drives property taxes, and the programs and exemptions available to support seniors and aging homeowners. He’s known for making complex topics easy to understand and for his commitment to transparency and public education.

📬 Change of Value Notices Are Arriving

Change of Value Notices for 2025 assessments are starting to hit mailboxes across Skagit County. Countywide, residential property values increased an average of about 5%, with most properties seeing changes between 0% and 15%, and a few neighborhoods showing slight declines.

Our appraisal staff analyzed market sales from May 1, 2024 through April 30, 2025 to determine assessed values as of January 1, 2025. You can review your property details and find comparable sales here:

💡 Property Tax Relief for Seniors and Persons with Disabilities
If you or someone you know is a senior citizen or person with a disability, you may qualify for a property tax exemption program that can provide a significant reduction in property taxes. Many residents qualify and don’t realize it.

Skagit County Assessor Danny Hagen will be speaking at the YMCA’s Active Older Adults Lunch & Learn session on Tuesday, November 4th from 1–2 PM.

Danny will discuss how property values are determined, what affects your property taxes, and what programs or exemptions may be available. Most importantly, he’ll answer your questions, because understanding your assessment shouldn’t feel complicated.

📢 2025 Assessed Values Are Now Available

2025 assessed values are now live on the Skagit County Property One-Stop website:

This year’s physical re-inspection area was the Sedro-Woolley School District. Across most of Skagit County, residential property values increased about 5–6%, with variation by neighborhood and plat. Some neighborhoods saw little or no change.

Our appraisal staff analyzed all arm’s-length sales from May 1, 2024 through April 30, 2025 to determine assessed values as of January 1, 2025.

📬 Change of Value Notices will be mailed by the end of the month. The 30-day appeal period begins once notices are mailed.

If you choose to appeal your value, remember that appeals are based on market value, whether your property could have reasonably sold for its assessed value as of January 1, 2025. When you look up your property on the Property One-Stop site, you can also use the Comparable Sales Tool to review nearby sales that may help support your appeal.

New assessed values do not automatically raise tax bills. Over the next few months, our office will calculate property tax levies based on the legally adopted budgets of local taxing districts.

Last Saturday, the Skagit County Assessor's Office was honored to attend the Senior Resource Fair at the Anacortes Senior Activity Center. What a fantastic event! 🌟

Our team loves connecting with the community and sharing information about the Washington State Senior and Persons with Disabilities Exemption Program. This program can make a real difference for qualifying households, and we’re committed to making sure folks know about it.

A special shoutout to Feliza, Julie, and Claudia, who spoke with more than 50 seniors during the event. Their friendliness, dedication as public servants, and deep knowledge of their work made every conversation welcoming and helpful. We’re lucky to have them representing our office! 👏👏👏
