To: The Honorable Members of the City Council of Mount Rainier and Community partners
Dear Members of the City Council, and Community Partners,
On behalf of the men and women of the Mount Rainier Police Department represented by the Fraternal Order of Police Lodge 85, we write to formally express our vote of no confidence in City Manager, Koroush Kamali due to a pattern of retaliation, discrimination, harassment, and fostering a toxic workplace culture within the Police Department.
The actions and failures of the City Manager have created an environment where morale has plummeted, trust in city leadership has been eroded, fear is the driving force behind all decision making and the integrity of the police department has been compromised. These actions, many of which have been deliberately concealed from the public, include but are not limited to:
• Retaliatory behavior against officers and leadership for expressing dissent or raising legitimate concerns.
• Discriminatory treatment of personnel based on protected characteristics, leading to a deeply divided and fearful workplace.
• Harassment of employees through both direct and indirect actions that have caused undue stress, psychological harm, and professional damage.
• The creation and perpetuation of a toxic workplace in which professionalism, safety, and mental wellness have been sacrificed for control and personal agendas.
Under the City Manager’s leadership, the police department has been undermined, marginalized, and politicized, impairing our ability to serve the community with honor, effectiveness, and consistency. Turnover has increased, staffing levels have suffered, and recruitment efforts have been hampered — all while public safety remains paramount. We have exhausted internal avenues to address these concerns without remedy. The Mayor and the former and current City Council have all been made aware personally of Koroush Kamali’s behavior and mistreatment of not only the staff and city’s employees but respected members of our public and community. In speaking out, we now demand accountability, transparency, and a commitment to restoring ethical leadership in our city government. However, we know by bringing these matters to the forefront, the retaliation will severely increase from this point on.
Accordingly, the Mount Rainier Fraternal Order of Police Lodge 85 calls for the immediate removal or resignation of City Manager and the appointment of a competent, fair, and professional successor who can begin the process of healing and rebuilding trust. We request this matter be placed on the agenda for the next City Council meeting and that the voices of those who serve this community every day be taken seriously.
