β€œOn May 2, 2005, the Chief of Staff of the Army approved the creation of the CAB. Although Soldiers could be eligible for actions as far back as Sept. 18, 2001, the first guidance for awarding the CAB did not come until Dec. 11, 2006. From the first combat operations in September of 2001 until the criteria was published, many veterans had already retired or separated from the Army without the opportunity to have been awarded this badge.”

Many Soldiers who deployed from 2001 to 2005 qualify for this badge, but at that time the badge did not exist. The CAB is retroactive back to September 18, 2018. The link below walks you through how to start the process

Soldiers in transition and veterans who saw combat after September 2001 often inquire about how to get their Combat Action Badges. Guidance is available online.
