Statement from the Morrow County Board of Commissioners Regarding the Proposed US-23 / I-71 Connector

The Ohio Department of Transportation (ODOT) recently released refined routes for the proposed connector between U.S. Route 23 and Interstate 71. While earlier proposals showed potential routes across multiple counties, the most recent information indicates that much of the proposed corridor would pass through the southern portion of Morrow County, with significant impacts to Peru Township and Westfield Township.

As the Morrow County Board of Commissioners, we recognize the importance of transportation infrastructure and regional connectivity. However, we also have a responsibility to carefully consider how projects of this scale may affect the safety, daily operations, and long-term planning of our county.

One of our primary concerns is the potential disruption to local roads throughout southern Morrow County. Depending on the final design, several township and county roads could become dead ends if bridges or crossings are not constructed. This could significantly increase travel times for residents and visitors and create serious challenges for emergency response.

Extended travel routes would likely increase response times for law enforcement, fire departments, and emergency medical services that serve our communities. Quick response is critical in emergency situations, and any barriers to efficient access across the county could impact the safety of our residents.

In addition, we are concerned about the impact this proposal could have on local school districts. School buses travel many of these same township and county roads each day. Road closures or dead-end routes could require buses to travel longer distances, increasing student travel times and creating additional operational costs for school districts that are already working to manage tight budgets.

Finally, the proposed connector raises questions about consistency with the planning efforts our county has recently completed. Morrow County has spent significant time and financial resources developing a comprehensive Economic Development Strategic Plan and County Land Use Plan to guide responsible growth, infrastructure investment, and land management for the future. The proposed connector routes appear to conflict with several priorities identified in these plans, which were developed through years of work, community engagement, and collaboration with local leaders and stakeholders.

We encourage residents to review the information provided by ODOT and share their thoughts during this public input process.

ODOT has created a website where residents can review project information and submit comments:
