In Carroll County, after the Great Depression, Dust Bowl, and drought, farmers realized the need to conserve and protect the resources of Carroll County. The federal government set up the Civilian Conservation Corps (CCC) camps to establish a conservation effort and provide employment for young men during the depression

. When economics improved, the CCC was abandoned. However, the country realized that technical assistance from the Soil Conservation Service was still needed. The government agreed to provide this assistance if the people voted in favor of a Soil Conservation District. On August 15, 1941, the Carroll County Soil Conservation District was formed. As the concern for water quantity and quality increased, the name was changed to Soil & Water Conservation District (SWCD). Today, the Carroll County SWCD's goal is to inform the public of the wise use of natural resources such as: application of conservation practices, wildlife habitat, forestry practices, water quality, zoning uses, sub-division planning, and the building of structures, ponds, and much more.
