History of the Soil and Water Conservation Program and the Parks, Soils and Water Sales Tax

In the 1930s, as the Dust Bowl swept across the nation. Americans realized the devastating effects of soil erosion. Legislation began to take shape to better manage and conserve the nation’s soil. Despite these actions, Missouri was still plagued with high erosion rates. In 1982, Missouri was losing soil a

t a rate of 10.75 tons per acre* each year on cultivated cropland. A one-tenth-of-one-percent parks, soils and water sales tax was passed by Missouri voters in 1984 to fund state parks and soil and water conservation efforts. Prior to the passage of the sales tax, Missouri had the second highest rate of erosion in the nation. Missourians recognize the importance of managing our state parks and historic sites and conserving our soil and water resources. Almost two-thirds of Missouri voters renewed the tax in 1988 and 1996; 70.8 voted in favor in 2006 and 80 percent approved the sales tax most recently in 2016. For more than 30 years, soil and water conservation programs have helped Missouri landowners keep more than 179 million tons of soil from eroding into our waterways. The majority of the soil and water portion of this tax has been used to assist agricultural landowners through voluntary programs that are developed by the Soil and Water Districts Commission. They are administered by the Soil and Water Conservation Program through district boards in each of the 114 counties. From 1986 to 2014, the Department of Natural Resources has provided $635 million to Missouri agricultural landowners to implement more than 220,000 conservation practices to protect the state's soil and water resources. In addition, revenues from the Parks, Soils and Water Sales Tax allowed Missouri to have the highest reduction in it's rate of soil erosion when compared to other states with more than 10 million acres of cultivated cropland. The cost-share program provides financial incentives to landowners for up to 75 percent of the estimated cost for installation of soil and water conservation practices that prevent or control excessive erosion and improve water quality. Soil and water conservation districts provide technical support with the design, implementation and maintenance of practices. By promoting good farming techniques that help keep soil on the fields and waters clean, each soil and water conservation district is conserving the productivity of Missouri’s working lands.

*** Voter Eligibility 1. Voting in SWCD supervisor elections is limited to one (1) vote per independent farm enterprise by a landowner or the landowner’s legal representative. A legal representative must have a power of attorney that specifically authorizes voting in SWCD supervisor elections. An eligible land representative of an SWCD, as defined in 10 CSR 70-4.010(1) (I), may vote in any SWCD supervisor election held within that particular SWCD. Only a land representative is eligible to cast a vote in SWCD supervisor elections. If challenged, eligibility to vote must be demonstrated by the land representative. 2. Each farm, as defined in 10 CSR 70-4.010 (1)(H), shall be entitled to representation in SWCD supervisor elections, and for the purposes of this rule, a land representative shall be deemed as owning one (1) farm and having one (1) vote, regardless of the number of farms owned or POA by such person. A farm is defined as land which has been assigned an United States Department of Agriculture Farm Service Agency (FSA) farm number or assessed as agricultural by the county assessor where agricultural activities are normally V-2 8/31/2023 performed and from which one thousand dollars ($1,000) or more of agriculture products are normally sold in a year. 3. If it is impossible for the farm owner to personally participate in voting, a power of attorney may be given to a taxpaying citizen of the county who may represent the owner and cast the vote. The Holt County Soil & Water Conservation District is accepting applications for a part time District Specialist I - Technician position.
Job duties and responsibilities include, but are not limited to technical and clerical tasks, survey and design, providing field assistance, implementing cost-share programs, recording case file updates and maintenance of district rental equipment.
General agriculture related knowledge, High School diploma or equivalent and valid driver’s license are required. Qualifying applicants should have basic computer skills, knowledge of technical field equipment and be willing to work outdoors under all types of weather conditions. Some on job training is provided.
Starting wage is $15/ hour with promotion potential. Applicants will be subject to reference and background checks.

The Holt County Soil & Water Conservation District is accepting applications for a paid District Intern position.
Job duties and responsibilities include, but are not limited to general clerical tasks, provide effective customer service, assist with State Cost-Share sign ups, work with other district employees to assist with office and field work, assist with surveying and designing of terraces and/or structures and complete all other duties that are assigned.
Minimum qualifications include: a valid driver’s license and applicants must be pursuing a higher education degree/certification within any major (college, university, technical school, etc.) Applicants must have the ability to work outdoors under all types of weather conditions and over rough and uneven terrain.
Note: The intern cannot be a high school senior transitioning into a higher education student or a student that has completed their college degree.
Starting wage is $12/ hour and may work up to 500 hours per fiscal year. The District will work around the class schedule of the selected candidate. Intern will work between 8:00AM and 4:30PM.

The Holt SWCD welcomed new board members Friday, May 10, 2019.
Mike Long, Mound City, represents Area 4 (Bigelow, Minton & Benton Townships) as a result of his 77 to 34 April 15th election win over incumbent, Bruce Biermann.
Bob Heck, Mound City, was appointed to fill the Area 1 seat (Lincoln, Liberty & Union Townships) recently vacated by his father, Wayne Heck, also of Mound City.
The Holt SWCD board typically meets the second Wednesday of each month at 7:30 am at the USDA Office, 118 W Davis St, Mound City (unless otherwise announced). These meetings are open to the public.

The Holt County SWCD Board welcomed new board members Friday, May 10.
Mike Long, Mound City, will represent Area 4 (Bigelow, Minton & Benton Townships) after his 77 to 34 election win over Bruce Biermann in the April 15th election.
Bob Heck, Mound City, was appointed to represent Area 1 (Lincoln, Union and Liberty Townships). Bob fills the seat recently vacated by his father, Wayne Heck, also of Mound City.
The newly organized board consists of B.J. Bailey,-Chairman, Brad Kurtz-Co-Chair, Bob Heck-Treasurer, Mike Long-Member, and Wayne Flanary (Appointed)-Secretary.
The Holt SWCD Board meets the second Wednesday of each month at 7:30 am in the conference room at the USDA Office, Mound City. The meetings are open to the public.
