“What they have done, and its real fishy smelling, one person will have 1200 people vote in their ward, and the next ward would have 300, so its totally disappropriate to what you are talking about, it has nothing to do with race.. we’ve had three school board races that were elected at-large in Onslow County that were minorities, but they were all Black Republicans, and I guess it takes being a Black Republican to win the election.”

Rep. Phil Shepard (R-D15) speaking on House Bill 1038, a bill aimed at shifting ward-style city council seats to at-large, a move courts have previously tossed out on the basis of racial discrimination in Jacksonville, North Carolina.

Twas a long day for election law in North Carolina 😮‍💨

HB 1084 was heard in the House Election Law Committee where representatives discussed whether to shift city council seats for Jacksonville, NC to all at-large positions. This move, if successful, could dilute Black voting power for communities across town.

At the State Board of Elections public hearing, advocates signed up to provide comment in opposition to proposed rules that would lower the threshold for county boards to toss out votes. Right now, it takes Republicans and Democrats agreeing to reject ballots cast using the Voter ID exception form, but this new rule could make it to where just Republicans have to agree.

HAPPENING NOW: The NCSBE hosts a public comment hearing on proposed rules that would alter how voter ID exception forms are accepted, dropping from a unanimous vote to a simple majority, opening up the door to potential partisan interference.

“Two federal lawsuits, 1989 and 2023 respectively, have ruled in favor of the ward system and have rejected the at-large system for the city of Jacksonville based on discrimination.”

Jacksonville City Council member Dr. Angelia Washington, who represents Ward 4, speaking in opposition to House Bill 1038, which aims to restructure how city council members are elected, ultimately diluting Black voting power across districts.

Dozens of advocates packed the Columbus County Board of Elections meeting tonight where members discussed a proposed plan to slash early voting sites. In previous election cycles, voters had 5 sites to choose from. This year, they might only have 1 as board members cite budgetary concerns.

But the data tells a different story. County officials actually received more money to run elections this year, and 70% of all ballots cast in 2024 were made during early voting.

Thomas Crowe-Allbritton, a Duke University graduate and 2023 Democracy Summer Policy Friendtern, faced a tough battle with cancer, and despite this heavy burden, dedicated his life to the liberation of all people in North Carolina.

Thomas understood that the ballot is not a bureaucratic formality but an act of self-determination. He knew that voting rights are inseparable from human dignity, and that every door left unknocked, and every voter left unregistered, is a small surrender to the forces that have always tried to hold power over others.

So he got to work. He sat with neighbors, built trust with coalition partners, and organized with the patience and conviction of someone who knew that liberation is long work. And we’re forever grateful he chose to do that in movement with us.

Rest in power, friend. May your bright light guide us all 🕊️
