“What they have done, and its real fishy smelling, one person will have 1200 people vote in their ward, and the next ward would have 300, so its totally disappropriate to what you are talking about, it has nothing to do with race.. we’ve had three school board races that were elected at-large in Onslow County that were minorities, but they were all Black Republicans, and I guess it takes being a Black Republican to win the election.”
Rep. Phil Shepard (R-D15) speaking on House Bill 1038, a bill aimed at shifting ward-style city council seats to at-large, a move courts have previously tossed out on the basis of racial discrimination in Jacksonville, North Carolina.
