Somerset County Prosecutor’s Office Chief Charged in Connection with March Crash

Morris County Prosecutor Robert Carroll and Chief of Detectives Robert McNally announce that Francisco Roman Jr., 54, has been charged in connection with a March 2026 vehicle crash in Somerville, New Jersey, following an investigation by the Morris County Prosecutor’s Office.

Roman is the Chief of Detectives for the Somerset County Prosecutor’s Office. Roman is currently suspended without pay from the position.

On March 20, 2026, Roman was driving a 2021 Chevrolet Tahoe, owned by Somerset County, on South Bridge Street in Somerville. It is alleged that Roman struck a parked Mercedes-Benz. As a result of the crash, the driver of the Mercedes-Benz and a passenger sustained injuries. Also as a result of the collision, three additional parked vehicles sustained damage.

Somerville Police officers responded to the scene. Roman is alleged to have showed signs of impairment, and was placed under arrest for driving while under the influence. At the Somerville Police station, Roman was issued a citation for driving while intoxicated, and released.

The Morris County Prosecutor’s Office subsequently assumed this investigation.

Following the Morris County Prosecutor’s Office investigation, on June 8, 2026, Roman was charged with two counts of fourth degree Assault by Auto, in violation of N.J.S.A. 2C:12-1C(2). Roman was charged on a summons complaint, processed, and released pending a court appearance.

A criminal complaint is merely an accusation. Despite these accusations, the defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

Morris County Prosecutor’s Office Recognized with FBI-LEEDA Agency Trilogy Award

The FBI - Law Enforcement Executive Development Association (FBI-LEEDA) recently announced that the Morris County Prosecutor’s Office has been awarded the FBI-LEEDA Agency Trilogy Award. This award recognizes the office’s successful completion of a progressive training program designed to strengthen public safety leadership and management.

The entire command staff of the Morris County Prosecutor’s Office completed the FBI-LEEDA Trilogy Leadership Series, a comprehensive and intensive training program designed to enhance the leadership skills of law enforcement executives. It consists of three highly respected courses - the Supervisor Leadership Institute, the Command Leadership Institute, and the Executive Leadership Institute. The series focuses on a range of critical areas, including decision-making, leadership principles, ethics, and communication, and is intended to equip participants with the skills necessary to lead their agencies effectively and adapt to the evolving demands of modern law enforcement.

The FBI LEEDA Agency Trilogy Award recognizes law enforcement agencies committed to training that demonstrate leadership qualities essential for improving both their agency and the communities they serve.

Prosecutor Robert J. Carroll said, “I am extremely proud of our command staff, who have spent the time and effort to complete this important training program. Three Detectives Join Morris County Prosecutor’s Office

Morris County Prosecutor Robert J. Carroll and Deputy Chief of Detectives Jan-Michael Monrad announce three new Detectives have joined the Morris County Prosecutor’s Office – Dean P. Cerdeira, Christina L. Dimitriou, and John M. Simonetti Jr.

A swearing in ceremony was held on Monday, June 1, 2026.

Det. Cerdeira will be assigned to the Internet Crimes Against Children (ICAC) Unit within the Tactical Division.

Over the past decade, Det. Cerdeira held the position of Detective at the Hunterdon County Prosecutor’s Office, where he was assigned to the High-Tech Crimes, Special Victims, Major Crimes, and Grand Jury units. Additional duties included serving as a crime scene investigator, field training officer, providing technical services and robot operation on the Hunterdon County SWAT Team, and being a member of the Narcotics Task Force. He previously served as a patrol officer with the Winfield Township Police Department.

Det. Cerdeira graduated from the College of New Jersey with a Bachelor’s degree in Criminology. He holds multiple professional certifications and has undergone several training courses, including drone operation, fire death investigation, advanced crime scene investigation, interview/interrogation, narcotics investigation, ICAC investigations, and more. He has also received several commendations for his work on noteworthy investigations and contributions toward educational programs.

Det. Dimitriou will be assigned to the General Investigations Unit within the Courts and Administration Division.

Det. Dimitriou began her law enforcement career as a police officer with the Stanhope Borough Police Department, where she responded to calls for service and led the agency’s community outreach program. In 2023, she joined the Suss*x County Prosecutor’s Office as a Detective. While assigned to the Major Crimes and S*x Crimes units, Det. Dimitriou investigated crimes involving serious bodily injuries/death, assisted the NJSP Cold Case Homicide Unit, and was a supervisor in the Fugitive Unit.

Det. Dimitriou graduated from Suss*x County Community College with an Associate’s degree in Criminal Justice. She has completed several professional development courses, including specialized interview training, crime scene processing, crisis intervention, and other topics, and is a certified Resiliency Officer. She has also received several commendations for her service to the SCPO and Stanhope Police.

Det. Simonetti will be assigned to the General Investigations Unit within the Courts and Administration Division.

Det. Simonetti recently served as a patrol officer and field training officer for the Mount Olive Police Department, having joined the agency in 2020. In addition, he is an instructor of Crisis Intervention Team (CIT) Training. Det. Simonetti had previously served overseas in a number of roles – a Security Forces Member, Patrolman, and Alarm Monitor/Entry Controller at Vogelweh Air Base in Germany; the Quick Reaction Force at Camp Lemonier in Djibouti, Africa; an Elite Guard at Offutt Air Force Base in Nebraska; and a Fly Away Security Team Member at Ali Al Salem Air Base in Kuwait.

Det. Simonetti has earned a Master of Science degree in Cyber and Homeland Security from Fairleigh Dickinson University, and a Bachelor of Arts degree in Philosophy and Sociology from the University of Pittsburgh. He was recognized with the Project Development Award by the Mount Olive Police for initiating a “Connect and Protect” mental health crisis response program, having crafted the federal grant proposal and implementation plan, in coordination with the MCPO.

Prosecutor Carroll said, “I welcome these three, highly qualified investigators to the Morris County Prosecutor’s Office. I believe their skills and experience will serve our office and the people of Morris well.”

Investigation Leads to Arrests at Illicit Massage Business in Roxbury

Morris County Prosecutor Robert Carroll, Chief of Detectives Robert McNally, and Roxbury Police Chief Mathew Holland announce the manager of a massage business on Route 46 has been arrested and charged with promoting prostitution and money laundering.

Investigators determined Eongeun Ju, 57, of Flushing, New York, oversees the day-to-day operations of the 46 Pine Tree Spa, located at 694 Route 46 in Kenvil. It is alleged that Ju operated an illicit massage business at the spa and received proceeds that were generated because of s*x acts performed at the business by various employees.

On May 27, 2026, investigators with the Morris County Prosecutor’s Office S*x Crimes Unit and the Roxbury Police executed a search warrant at the business. Investigators seized items indicative of prostitution, suspected controlled dangerous substance (methamphetamine), and approximately $8,000 in U.S. currency.

As a result of the investigation, Ju was charged with third degree Promoting Prostitution, third degree Possession of a CDS, and third degree Money Laundering. Ju has been released on pre-trial supervision pursuant to the Criminal Justice Reform Act. The case is scheduled for a Preindictment Conference on July 6, 2026 before the Hon. Ralph E. Amirata, J.S.C.

Zhuo Li, 47, was also charged with Possession of a CDS, and Engaging in Prostitution. Li was charged on a summons complaint, processed, and released pending a court appearance.

Man Sentenced to 13 Years in State Prison for Armed Robbery and Unlawful Possession of a Firearm

Morris County Prosecutor Robert J. Carroll, Chief of Detectives Robert M. McNally, and Parsippany Troy Hills Police Chief Richard Pantina announce the sentencing of Louis M. Verdesoto, 35, formerly of West New York, New Jersey in connection with his role in an assault and armed robbery which occurred in Parsippany-Troy Hills.

On September 19, 2025, Verdesoto pled guilty to first degree Armed Robbery and second degree Unlawful Possession of a Firearm. The defendant admitted that on May 26, 2024 he committed a theft in Parsippany, while inflicting bodily injury upon the victim using a handgun.

On May 29, 2026, the Honorable Robert M. Hanna, J.S.C. sentenced Verdesoto to an aggregate term of thirteen (13) years in New Jersey State Prison subject to the No Early Release Act, which makes him ineligible for parole until he has served 85 percent of the sentence imposed.

The charges arise from an incident on May 26, 2024 at the Ramada by Wyndham Parsippany on Route 46. A customer reported in the early-morning hours, she was assaulted by an unknown man brandishing a handgun, who struck her in the face. The unknown man, later identified as Verdesoto, let a second unidentified suspect into the hotel room, who joined Verdesoto in duct-taping and zip-tying the victim to a chair. During the incident, the defendant and his accomplice demanded money from the victim. Upon obtaining the money, the two assailants fled the hotel room, leaving the victim bound. The victim was able to free herself and notify police. She was transported to an area hospital for treatment for multiple head injuries and facial lacerations.

Investigators determined a timeline of events, and ultimately identified Verdesoto as a potential suspect. Verdesoto was taken into custody on August 6, 2024, in West New York. A search of his vehicle yielded a handgun and zip ties, and a search of his last known residence yielded clothing matching the items worn on surveillance video.

Verdesoto has remained in custody until his sentence date.

Prosecutor Carroll would like to thank and acknowledge the agencies that participated in the investigation that led to the successful prosecution, including the Parsippany-Troy Hills Police Department, the Morris County Sheriff’s Crime Scene Investigations Unit, and the Morris County Prosecutor’s Office Major Crimes and Special Enforcement Units.

Prosecutor Carroll also commended Assistant Prosecutor Alyssa DiSturco and Detective Greg Federici for all their work, and all others who contributed to the investigation and successful prosecution in this case.

Law Enforcement Announces Arrest for Impersonating a Law Enforcement Officer and Attempted Kidnapping Incident on Route 80

Morris County Prosecutor Robert Carroll, Morris County Chief of Detectives Robert McNally, and New Jersey State Police Acting Superintendent Jeanne Hengemuhle announce that Julio D. Estrada-Mogollon, 36, of Wayne, has been charged in connection with impersonating a law enforcement officer, theft and attempted kidnapping for an incident that occurred in Roxbury, New Jersey in the early-morning hours of May 3, 2026.

At approximately 2:15 a.m., the victim left a business located in Saddle Brook, and while driving on Route 80 West, reported being pulled over by a dark-colored sedan with emergency lights in Roxbury, believing it to be a police officer. The driver of the sedan asked her for her documentation, removed her from the vehicle, and conducted an alleged field sobriety test. The individual then handcuffed the victim and advised her that she was under arrest. When the victim asked to see the alleged officer’s badge, he walked back to his vehicle. At that time, the victim fled the area in her vehicle. She was able to get out of the handcuffs, and later realized her cell phone was missing, and reported the incident to the NJSP.

A subsequent investigation located the victim’s phone in Paterson the following day.

The investigation revealed that the suspect vehicle was registered to Estrada-Mogollon.

Following an investigation, Estrada-Mogollon was subsequently charged on May 12, 2026 with second degree Attempted Kidnapping; third degree Theft by Unlawful Taking; and fourth degree Impersonating a Law Enforcement Officer.

Pursuant to the Criminal Justice Reform Act, the defendant has been detained in the Morris County Correctional Facility pending future court proceedings.

The incident remains under investigation by the NJSP and the Morris County Prosecutor’s Office Major Crimes Unit. Anyone with information about this incident is encouraged to call the Morris County Prosecutor’s Office at 973-285-6200.

Morris County Prosecutor’s Office Attends Kids4Freedom Awards Dinner

Morris County Prosecutor’s Office Sgt. Patrick LaGuerre attended the Kids4Freedom Safety Challenge ’26 Congressional Awards Dinner on May 13, 2026, in recognition of youth leadership in safety, education, and community advocacy. The dinner was held at Montclair State University.

The evening featured the student winners of the Kids4Freedom art poster contest, creative writing contest, and the impactful awareness campaign contest, developed to empower students to collaborate and generate a creative and impactful awareness campaign on the topic of human trafficking.

Morris County Prosecutor’s Office Joins CCM’s Criminal Justice Day 2026

Members of the Morris County Prosecutor’s Office joined other participants at Criminal Justice Day at the County College of Morris on May 7, 2026.

This is a free, annual event which allows members of the community, including high school and college students and their families, an insightful look into a multitude of diverse career opportunities within the criminal justice system, including public safety and law enforcement. Over 40 federal, state, and local agencies showcased their skills through exhibits, live demonstrations, and one-on-one interactions.
