Congratulations to Deputy Luke McClellan (left) and Deputy Matthew McMahan on their graduation from the WSCC Regional Law Enforcement Training Academy, Class #140.

Sheriff Chad Mullins, who attended the ceremony, says he is thankful to have individuals the caliber of Deputy McClellan and Deputy McMahan as part of the HCSO.

“Of all law enforcement agencies they could have chosen, we’re proud that they chose us,” Mullins said. “We need people who are committed and dedicated when it comes to serving Hamblen County. We have it in these two gentlemen.”

Following an extensive investigation into the death of 37-year-old Andrew Joseph Dalton of Whitesburg, six individuals have been indicted.

Dalton, who was an inmate in the former Hamblen County jail facility at the time of his death in 2022, passed away from an overdose. The cause of death was determined from an autopsy and toxicological examination by the Knoxville Regional Forensic Center.

According to Hamblen County Sheriff Chad Mullins, the case was assigned to Detective Sergeant Trevor Snowden.

“Throughout his investigation, Det. Snowden interviewed numerous inmates who were incarcerated at the time of Mr. Dalton’s death,” Mullins said. “He also conducted extensive interviews with other witnesses, executed search warrants, and spent a lot of time carefully analyzing the circumstances surrounding the death.”

It was determined that illegal narcotics, which had been introduced into the former jail facility, namely he**in, was a contributing factor in Dalton’s death.

The six individuals indicted, who reside in Hamblen and several surrounding counties, are currently facing charges of Introduction and Distribution of Narcotics Within a Correctional Facility. Additional charges are forthcoming.

“I’m proud of Det. Snowden and the diligence he and other members of the CID unit displayed in getting this case resolved,” Mullins said.

Mullins added that the case is now in the hands of the District Attorney’s Office and that no other information can be released at this time.

Operation Zero Tolerance

There's zero tolerance when it comes to registered s*x offenders in Hamblen County. The point was proven early Friday morning when the HCSO S*x Offender Registry Administrator, Det. Holly Hartness, along with three teams of Deputies, implemented Operation Zero Tolerance.

According to Sheriff Chad Mullins, Det. Hartness and her teams started making home visits and discovered nine offenders who weren't in compliance.

Those charged with Violation of the S*x Offender Registry during Operation Zero Tolerance included:

Offenders charged with two counts of Violation of the S*x Offender Registry included:

Richard Wesley Lennox-52

"Several of those taken into custody this morning hadn't properly registered their vehicles with Det. Hartness and some had violated rules regarding social media accounts," Mullins said. "They know what they are allowed to do and what they are required to do as s*x offenders. Operation Zero Tolerance is proof that Det. Hartness takes her responsibilities seriously and will violate the offenders who don't."

Shane Harvey Hall, age 43, was also picked up and charged with Knowingly Falsifying S*x Offender Registry, Failure to Appear, and Violation of Conditions of Community Supervision x 7.

Det. Hartness, who previously served as a School Resource Officer, has been the SOR Administrator since March 2026 and currently oversees 62 s*x offenders in Hamblen County.

Grayson Broyles is missing from east Hamblen County. He was last seen at his home on Friday, May 29th.

Grayson, age 14, has blond hair and blue eyes. He is 5’8” and weighs 160 lbs.

Operations Captain David Cribley and Deputy Jazzmen Ramirez were invited to visit with some children at Princesses and Knights Treasures Friday morning. Captain Cribley read a story about Officer Buckle and his K9 best friend, Gloria. Deputy Ramirez showed the kids all her equipment used to keep everyone safe. The children enjoyed safety tips and checking out the “cool” cruiser. The festivities ended with fantastic lemonade the kids were using to take up donations for Isaiah 117 House Hamblen County TN. We enjoyed visiting with the children and parents!

🎇The kids will get to spend time with their favorite SRO.
🎇The kids can meet their new SRO (if changing school in the fall).
🎇Parents & guardians can meet the person protecting their child during the school day.
🎇Activities will be in place for all ages...K-12.
🎇Good food & junk food will be provided for those in attendance.

🌟Meet Your School Resource Officer🌟

Coming up next Friday, May 29th, students and their parents can enjoy spending time with all the county SROs outside of a school setting and in a fun, laid-back environment...Fred Miller Park.

Sheriff Chad Mullins, who has spent a lot of time in the dunking booth at past events, says this is an opportunity for parents to meet the person responsible for their child's safety during school hours.

"In addition to being a fun event, kids learn to become comfortable around their SROs and see them as more than just a person in a uniform," Mullins said. "Besides respecting law enforcement, it's important that kids know they can also trust law enforcement."

The free event is for students of all ages, K-12, and will take place May 29th from 2:00 p.m. - 6:00 p.m. A rain date has been set for June 2nd.

The HCSO, the Fraternal Order of Police (Cherokee Lodge #4) and the SROs have teamed up again for this year's festivities.
