Lawmakers approve $111 million investment in Rowan County

Frankfort, Kentucky (April 21, 2026) - Kentucky lawmakers approved funding for projects and targeted investments across to Rowan County to improve roads, foster economic development, and support local communities.

According to State Representative Richard White, the measure includes critical transportation infrastructure upgrades, safety improvements along major corridors, and targeted investments to strengthen regional connectivity.

White emphasized that the funding reflects a broader commitment to strengthening local communities and investing in their future. House Bill 502 directs $90,130,000 to improve safety and connectivity on several roads and highways.

“This investment is a major win for Rowan County and will make a meaningful difference in the safety of our roadways,” said White. “By addressing key infrastructure needs, we are helping ensure residents can travel more safely while also supporting long-term economic growth in the region.”

Rowan County will receive $775,000 for county roads and the city of Morehead will receive $159,000 for city roads. The measure, House Joint Resolution 76, funds the Local Assistance Road Plan (LARP) with projects dedicated to county and city road resurfacing projects, bringing critical improvements to communities across the Commonwealth.

“Reliable local roads are essential to daily life and economic development in our communities,” White said. “These additional funds will help maintain and improve the roads people depend on every day.”

The legislature also passed HB 500 which will provide $32.4 billion in funding for executive branch agencies and programs for fiscal years 2027 and 2028 including $20 million to Morehead State University for construction of a new residence hall on campus.
