"The New Monument 2040 Comprehensive Plan"

The Town of Monument is wrapping up work on the Monument 2040 Comprehensive Plan Update. What is a comprehensive plan? It’s a broad framework that guides the community’s growth over the next ten to fifteen years. The plan covers housing, economic development, stormwater management, and many other things, including a dedicated plan for our special downtown.

The project began in early 2025 and the Town’s staff, together with The Lakota Group and a large interdisciplinary team, worked with Monument’s residents, business owners, property owners, and regional partners. It started with initial public engagement over the summer of 2025 to learn about the visions, concerns, and issues confronting the community. Initial goals and strategies were presented that Fall based on what the planning team heard. The goals and strategies were refined through additional public input received over the winter. Once finalized, they became the core of the new Comprehensive Plan.

The new Monument 2040 Comprehensive Plan and the accompanying Downtown Master Plan are now complete and available for viewing on the Town’s website here: https://www.townofmonument.org/395/Comprehensive-Plan---Monument-2040

The Town will be hosting an Open House on Wednesday, September 9, 12PM- 4PM at Town Hall to present the plans. The Planning Commission will review them at a public hearing that evening. You are invited to attend the Open House to learn more about the Monument 2040 Comprehensive Plan and the Downtown Master Plan, as well as the Planning Commission’s discussion at 6:00 PM.

As water rates increase, now is a great time to focus on conservation. Small changes, like fixing leaks and taking steps to reduce outdoor watering, can help lower usage and save money while protecting this valuable resource.

Below are just a few tips on how to conserve water:
💧Fix dripping faucets and running toilets.
💧Water lawns early in the morning or late in the evening to reduce evaporation.
💧Adjust sprinklers so they water plants, not sidewalks or driveways.
💧Only run dishwashers and washing machines with full loads.
💧Turn off the water while brushing your teeth.
💧Use mulch around plants to help retain soil moisture.
💧Choose drought-tolerant or native plants for landscaping.
💧Collect rainwater for outdoor watering.

Interested in getting involved in the Monument Comprehensive Plan process? Join us for an Open House on Wednesday, September 9, 12PM–4 PM at Town Hall, 645 Beacon Lite Rd, in the Council Chamber.

The Planning Team and Town staff will be there to share the final draft of the Comprehensive Plan, answer questions, and hear your final thoughts before the Plan is finalized.

Prohibited Signs:
According to Town of Monument Municipal Code (18.06.250) signs are not permitted adjacent to streets in the public right-of-way. When signs are placed in violation of the code, they will be removed. Which means you will have wasted your time, money, as well as town resources. Need clarification on what is allowed/prohibited? "Your Town, Your Taxes" an informational series:
What’s the Difference Between Sales Tax and Use Tax?

Sales Tax (currently 3.5%) is paid when you purchase taxable goods and services within the Town of Monument (shopping and dining locally) or when you make an online purchase from retailers that collect sales tax based on your delivery address.

Use Tax (currently 2%) applies to items purchased outside of Monument but used within the Town. Example: A contractor or developer purchases construction materials outside Monument for a project being built here. The majority of use tax revenue is typically generated by development activity rather than everyday purchases by residents.

What is Council considering?
The Monument Town Council is considering a ballot measure to increase the Town's use tax from 2% to 3.5%, matching the sales tax rate. If approved by voters, the additional revenue would be used for road and transportation projects, only. No decision has been made, and Council continues to explore transportation funding and infrastructure maintenance options.

Heart of Monument Play Park ♥
What an exciting day! Ground has officially been broken at the site of the brand-new ADA accessible park, right in the heart of Downtown Monument. The location is 238 3rd St, thanks to a land donation from Monument Community Presbyterian Church and the efforts of The Kiwanis Club of Monument Hill.

We look forward to watching the progress on this highly anticipated project!
