Join the Green Mountain Care Board on Wednesday, June 17 at 10:30 a.m. as the Board begins important hospital budget review discussions for Vermont's hospitals.

At this meeting:
• The Board will consider a mid-year budget adjustment request from Northeastern Vermont Regional Hospital (NVRH).
• GMCB staff will begin discussing potential FY25 Hospital Budget enforcement actions.
• Hospitals notified of potential enforcement will have an opportunity to present information directly to the Board.

Hospital budgets play an important role in balancing access to care, affordability, and financial sustainability across Vermont's health care system.

On June 15th at 1:00pm, the Green Mountain Care Board will hold a public workgroup meeting focused on Medicare cost sharing at Vermont's Critical Access Hospitals. Vermont hospitals will have the opportunity to present potential proposals and solutions to address concerns that some Medicare beneficiaries may face higher out-of-pocket costs for outpatient services provided at Critical Access Hospitals.

The Board has been studying this issue for several months and has invited hospitals, insurers, advocates, and other stakeholders to help identify options that support both affordability for patients and the financial stability of Vermont's rural hospitals.

Where Vermont seniors receive hospital care can make a big difference in what they pay in out-of-pocket costs. Rural seniors in Vermont that receive care at their local critical access hospitals may pay significantly more in cost sharing due to federal Medicare rules and hospitals maintaining high list prices for services. Vermont seniors are paying approximately 48% of costs for outpatient care at Vermont critical access hospitals, and under federal rules that amount could be as low as 20%.

The Green Mountain Care Board has convened a series of workgroup meetings with critical access hospitals and insurers and has requested a hospital-led solution to ensure our rural seniors are not unnecessarily paying more than they should and to keep those critical dollars in local communities. The letter linked below requested important information to fully understand this problem, and potential solutions, and we have scheduled another workgroup meeting for May 13, 2026. We hope you can provide public comment and encourage you to attend.

Key points:
* Rural seniors receiving care at Vermont critical access hospitals often pay more out-of-pocket than is necessary and as compared to what they would pay if care was received at a larger Vermont hospital.
* Financial Impact: Higher critical access hospital chargemasters mean less Medicare support and more, and unnecessary, financial burden on seniors.
* Transparency is a key foundation of Vermont’s healthcare system, and seniors need to be informed about potential higher out of pocket costs at Vermont critical access hospitals.
* GMCB has launched a collaborative, transparent, public workgroup and called upon Vermont critical access hospitals to find provider-led solutions to protect their patients from excessive out of pockets and hospitals have expressed commitment to finding near-term solutions.

The Green Mountain Care Board (GMCB) will hold a special public meeting on Tuesday, March 24 at 10:00 AM to discuss Medicare cost sharing at Vermont’s Critical Access Hospitals.

This meeting is part of GMCB’s ongoing public process. The Board has discussed this issue in prior meetings and has received information through presentations, legislative testimony, and correspondence with hospitals and other stakeholders.
