• Plan and construct a separate administrative building and other necessary facilities to provide appropriate and safe working environment for employee, customers, and visitors, and to create a professional business environment;
• Evaluate the future status of the Septage Receiving Facility (SRF) as the business climate warrants;
• Emerge as the premier source of professional leadership and technical support in Lycoming County and surrounding areas as appropriate;
• Obtain state of the art equipment, tools and diagnostic technologies in recognition of fiscal constraints and operational needs;
• Update, equip, staff and operate a Certified Laboratory while developing lab services;
• Provide proactive training to personnel as technology evolves and ensure staff is certified for all necessary compliance functions;
• Develop and utilize comprehensive Benchmark tools for periodic evaluations;
• Be financially self-sustaining to develop the financial strength to proactively advance projects;
• Be the “go to” provider of enterprise services that generate flexible revenue streams;
• Develop and operate a mutual aid system for water and sewer services, and establish effective partnerships for appropriate activities;
• Prepare a management succession plan to sustain LCWSA;
