Gabriel J. Sapalaran, Jr. received his BSN (1988) from University of the City of Manila (Pamantasan Ng Lungsod ng Maynila) College of Nursing, Manila, Philippines. He currently is pursuing his Doctor of Nursing Practice at Samford University Ida Moffett School of Nursing. Mr. Gabriel Sapalaran hold the current position as Clinical Nurse III – Home Telehealth for the Birmingham VA Home Telehealth Services. His current interest is Geriatrics, Chronic Care, Home Telehealth, Telehealth, Telemedicine, Telenursing and Informatics and Analytics. He has a combined 30 years of Nursing practice experience in the Philippines and in the US. From 2002 -2006, Gabriel served as a member of the Credential and Professional Standards for Nursing committee of the Commission on Graduates of Foreign Nursing Schools. Gabriel currently serves on the Birmingham VA Medical Center’s Nurse Professional Standards Board, as the first Filipino American citizen member to serve on the Board.

Alabama Board of Nursing – Cybersecurity Event Update

September 10, 2026

The Alabama Board of Nursing (ABN) continues to respond to and recover from the cybersecurity event that disrupted Board services beginning September 1. The investigation remains active and ongoing, with the ABN continuing to work closely with cybersecurity professionals and appropriate state resources.

Since the ABN’s September 4 update, recovery efforts have continued to progress, and some systems and services have been restored. Additional systems are being brought back online in phases as they are reviewed, validated, and determined to be ready for operation.

While progress is being made, restoration of the Board’s full technology environment will take additional time. As a result, services may remain temporarily unavailable or experience delays as recovery efforts continue.

Because the investigation remains active, the ABN is not yet able to draw conclusions regarding the nature or scope of the event. Additional information will be provided when facts have been sufficiently validated and can appropriately be made public.

The ABN recognizes the impact this disruption has had on nurses, applicants, healthcare organizations, and others who rely on our services. Every decision is based on our mission to safeguard and promote the health, safety and welfare of the public through licensing and approval of qualified individuals. We appreciate the continued patience and understanding of those we serve as efforts remain focused on safely restoring remaining services.

BOARD OF NURSING PROVIDES UPDATE ON CYBERSECURITY EVENT

The Alabama Board of Nursing (ABN) continues to actively respond to and investigate a cybersecurity event that resulted in the disruption of some ABN services beginning on September 1.

Work is progressing on two priorities simultaneously: conducting a thorough investigation of the event and safely restoring the technology services necessary for ABN to serve Alabama’s nurses and the public.

Teams are now working through a prioritized restoration of systems and services. Systems are being brought back online in a deliberate manner as they are assessed and determined to be ready for operation.

This process is being conducted carefully to ensure that restoration efforts do not compromise the integrity of the ongoing investigation or the security of the environment.

Because the investigation remains active, ABN is not yet able to draw conclusions or provide additional details about the nature or scope of the event. ABN will provide additional information when facts have been sufficiently validated and can appropriately be made public.

ABN recognizes the disruption this event has caused for Alabama’s nursing community and appreciates the public’s patience as this work continues. Restoring essential services safely and responsibly remains our immediate priority.

ATTENTION APPLICANTS AWAITING NCLEX RESULTS

The ABN is able to access your test results as they are reported. Beginning Tuesday, September 8, 2026, we will post a running list of successful applicants to our website, indicating that each individual listed is legally authorized to practice as a nurse in Alabama.

Unfortunately, we may not be able to issue your Alabama nursing license number until our services are fully restored. In the interim, you may be identified and your licensure may be validated using the unique identifier assigned to you by the National Council of State Boards of Nursing (NCSBN).

Effective immediately, Board staff will begin mailing NCLEX Candidate Reports to each applicant as the reports are received.

Alabama Board of Nursing – Service Disruption Notice

September 1, 2026

The Alabama Board of Nursing is currently experiencing a disruption to certain technology systems related to a cybersecurity event.

Upon identifying the issue, the Board took precautionary measures to protect its systems and information, including temporarily taking certain systems and services offline while
the matter is assessed. As a result, some Board services may be temporarily unavailable or
delayed.

The Alabama Board of Nursing is working with cybersecurity professionals and appropriate
state resources to investigate the event and safely restore services. The investigation is active and ongoing.

At this time, we are not able to provide additional information regarding the nature or scope of the event. Providing accurate information is important, and we do not want to speculate while the investigation remains underway.

We recognize the inconvenience this disruption may cause to nurses, applicants, healthcare organizations, and others who rely on Board services. We appreciate your patience as we work to safely restore operations.

The Alabama Board of Nursing will provide an additional public update within three business days, or sooner if circumstances warrant.

The renewal period begins at 8:00 a.m. on September 1st and ends at 4:30 p.m. on December 31st. Please be sure to renew prior to 4:30 p.m., as the Board offices will close at that time and Renewal will end. If you fail to renew by 4:30 on December 31, your license will lapse, and you will no longer be legally authorized to practice.

A graduate of Central Alabama Community College with a degree in Applied Science (Computer Science), Clint Witherington was born and raised in Elmore County, Alabama, where he has lived most of his life. Having worked in the information technology field for more than 17 years, he currently serves as IT Manager for the Alabama Department of Finance Division of Risk Management.

Clint is married with one daughter. A lover of the outdoors, he enjoys travel, mountain biking, diving, camping, and spending time with his family.

Choosing the right patients for Quality Assurance (QA) review can make your process more meaningful and focused. One effective approach is to start with a common diagnosis, like hypertension, and then narrow your selection to patients who may benefit most from closer evaluation. For example, instead of reviewing a meaningful number of all patients with hypertension, consider focusing on those who are not achieving blood pressure control despite being prescribed two or more antihypertensive agents. This targeted review can help identify gaps in care, improve treatment plans, and support better outcomes across your practice.

Dr. O’Keefe has been a practicing nurse for 39 years, with experience in Intensive Care as a Registered Nurse and as an Advanced Practice Nurse (NP) in primary and occupational health. In 2007, she established the first employee health clinic on the campus of the University of Alabama in Huntsville (UAH). She has been an educator for the past 16 years while also maintaining her practice as a Nurse Practitioner. Dr. O’Keefe is currently the Associate Dean for Graduate Programs in the College of Nursing at UAH, and has served on the Alabama Board of Nursing since 2020.

A native of Tuskegee, Ms. Rodgers has over 30 years of experience as a Licensed Practical Nurse. She is a graduate of Southern Vocational College in Tuskegee and has enjoyed a rewarding and notable career in nursing.
Ms. Rodgers currently is employed with Department of Veterans Affairs. She also is a member and serves as Vice President of the Alabama Federation of Licensed Practical Nurses.
