The Monroe Police Department’s Employee of the Month is Officer Carlos Flores. Officer Flores began his career with the Monroe Police Department as a patrol officer in July 2024 and currently serves in the Animal Control Division. Officer Flores was nominated by his supervisor for his outstanding customer service and excellence in performing his job.

At the end of 2025 the Monroe Police Department was seeking a motivated individual to join its Animal Services Division. Officer Flores answered the call and became one of our newest Animal Control Officers. Since joining Animal Services, Officer Flores has diligently enforced all state laws and local ordinances. Soon after joining Animal Services the Monroe Police Department began promoting a Spay / Neuter initiative organized by the City of Monroe’s Animal Welfare Committee. Because of the efforts of Officer Flores', there has been a significant increase in the number of animals being spayed or neutered within the city.

Officer Flores has also been instrumental in enforcing the no tethering ordinance. Recently Officer Flores assisted a pet owner in getting an enclosure for his dog. The owner had been taking good care of his dog for years, but did not have the money to purchase an enclosure. Officer Flores reached out to multiple rescue groups for assistance. Together, these groups were able to purchase a new 10’x10’ kennel. They also bought toys and dogfood. Due to Officer Flores’ efforts, this dog is able to live a more comfortable life.

Officer Flores takes pride in his position as an Animal Control Officer and is to be commended for his dedication to the Monroe Police Department.

Yesterday, our officers rescued a baby doe after finding it frightened, alone, and appearing to have been attacked by another animal. Thanks to the quick actions of our officers and the assistance of wildlife professionals, the fawn was transported to a wildlife rehabilitation center, where it is now receiving care. We remain hopeful for its recovery.

When we are called to assist injured, orphaned, or distressed wildlife, we rely on dedicated rehabilitation organizations to provide the specialized care these animals need. These organizations play a critical role in protecting wildlife and are often funded largely through donations and community support.

If you are able, please consider supporting your local wildlife rehabilitation organizations. Your generosity helps ensure that when an animal is in need, there is a place ready and willing to help.

Not all heroes wear capes — some wear badges. 🐾

Two officers from the Monroe Police Department and off-duty Lieutenant Maye from the Union County Sheriff’s Office jumped into action after being notified of a tiny kitten trapped inside the wheel well of a vehicle. Traffic was stopped, teamwork took over, and after a careful rescue, the kitten was brought to safety.

A reminder that protecting and serving sometimes comes in very small packages. 💙🚓🐱

Local legend “Uncle Buster” wrote a song called "Sergeant Tim” (about our very own) and honestly, it’s catchy enough that we may have played it more than once around the office.

We’re still investigating whether this qualifies as a tribute, a roast or both. 😂

🚨 COMMUNITY INTEREST CHECK 🚨

The Monroe Police Department is considering implementing a new automated wellness check program for senior residents within the City of Monroe.

The proposed program would provide daily automated check-in calls to residents who:
• Live within the Monroe city limits
• Are 63 years of age or older
• Live alone

If the system is unable to make contact after a check-in call, Monroe Police Department personnel would be notified to conduct a welfare check.

At this time, we are simply gauging community interest to see how many residents may be interested in participating if the program moves forward.

⚠️ SLOW MONROE STARTS JUNE 1 ⚠️

The Monroe Police Department has received multiple complaints about speeding throughout the downtown corridor. Radar speed signs have already been placed in the area to remind drivers to slow down and obey the posted speed limits.

Speed continues to be a major factor in serious crashes and dangerous driving complaints. Beginning June 1, officers will increase traffic enforcement efforts as part of the “Slow Monroe” campaign. Slow down, stay alert, and help keep downtown Monroe safe for everyone.

High-Speed Motorcycle Flight Ends in Serious Crash, Two Arrested

The Monroe Police Department is investigating a reckless driving incident involving three motorcycles that resulted in a serious injury crash and the arrest of two individuals.

On Saturday evening, May 16, at approximately 6:45 p.m., a Monroe Police officer traveling on East Roosevelt Boulevard observed three motorcycles traveling westbound in a reckless manner. The officer attempted to initiate a traffic stop near West Roosevelt Boulevard and Morgan Mill Road.

All three motorcycles fled from the officer at speeds exceeding 100 miles per hour, while splitting lanes and driving dangerously through traffic. Due to the extreme risk posed to the public by the riders’ actions, the pursuit was terminated by officers near Dickerson Blvd.

Within a few minutes, officers received a 911 call reporting a serious motorcycle collision near Woodbrook Lane. Responding officers determined the motorcycle involved was one of the three that had fled from the attempted traffic stop. Investigators believe the driver lost control of the motorcycle, resulting in the crash.

The driver involved in the collision is not being identified at this time and remains hospitalized with serious injuries.

Shortly after the crash, officers located the other two motorcycles abandoned on a nearby street. The riders had fled on foot but were quickly apprehended by officers.

The two individuals arrested were identified as:
• Wilson Mondragon-Betancurth, 24, of Charlotte
• Hector Rosas Carillo, 20, of Charlotte

Both were transported to the Union County Detention Center and charged with:
• Felony Flee to Elude Arrest
• Failing to Stop for Blue Lights and Siren
• No Operator’s License
• No Motorcycle Endorsement

Both motorcycles were seized pursuant to North Carolina’s “Run and Done” statute.

Last week, officers from the Monroe Police Department proudly participated in the Special Olympics Law Enforcement Torch Run, helping carry the Flame of Hope in support of incredible athletes across North Carolina.

From patrol officers to Chief Bolen himself, we were honored to take part in such a meaningful event. But let’s be honest… as usual, the real crowd favorite was Ivy 🐾

Thank you to everyone who came out to support the run and cheer on the participants. Events like these are a great reminder of the strong connection between law enforcement and the communities we serve.
