When April first entered this field, she quickly recognized that excellence in death investigation goes beyond the scene. It extends to how we serve families, communicate with our community, and prepare the next generation. Rather than simply learning the role, she set out to improve it. In just 3 years of service, she quickly identified opportunities for modernization and improvement, particularly in areas that would allow us to better connect with and serve a broader, more diverse population. Her initiative and insight have helped move our office forward in meaningful and measurable ways.

Understanding the overwhelming and emotional nature of our work for grieving families, April created a professional, easy-to-understand informational brochure that is now provided at scenes. She ensured that no family would feel excluded by also developing a Spanish-language version, demonstrating her awareness, compassion, and commitment to meeting people where they are during some of the most difficult moments of their lives. These seemingly small acts have made a profound difference in bringing families comfort, clarity, and dignity to those navigating loss.

April has played a critical role in enhancing our office's public presence and community engagement. She assists in managing and creating content for our social media platforms, using them not only as tools for prevention and education but also as a way to highlight the accomplishments of our staff and office. Her work has helped humanize our profession and strengthen public trust.

April recognized the importance of investing in our field's future and initiated our involvement in career fairs, college outreach events, and job fairs. Through these efforts, she has represented the coroner's office with professionalism and enthusiasm, mentoring and inspiring the next generation of medicolegal death investigators. She further expanded this vision by creating and managing our office's first-ever internship program in 2026. This initiative provides hands-on experience to aspiring professionals while strengthening the future of our profession.

Her contributions have made a lasting impact on our office and our community. Her work ethic, initiative, and dedication have elevated our office in countless ways. She has brought a level of professionalism, creativity, and forward-thinking vision that has transformed how we operate and engage with our community.

Coroner Hartwell is a rare leader whose commitment to his community has been constant and unwavering. Long before being elected in 2023, he served Berkeley County through the rescue squad, as a coronerโ€™s office volunteer, Deputy Coroner, and Chief Deputy Coronerโ€”demonstrating a lifelong calling to serve with compassion, integrity, and humility.

Since taking office, Coroner Hartwell has shown exceptional leadership and professionalism while advancing the standards of medicolegal death investigation. Under his direction, the office achieved national accreditation through the International Association of Coroners & Medical Examiners (IACME), strengthening both operational excellence and public trust.

His commitment to prevention and collaboration is evident in his implementation and leadership of the countyโ€™s Overdose Fatality Review Team, which has earned recognition from both the Attorney Generalโ€™s Office and the Governorโ€™s Office. This initiative has brought together public safety, healthcare, and community partners to better understand overdose deaths and identify opportunities for prevention, with other counties now looking to replicate the model.

He has also led and hosted numerous trainings, including Overdose Fatality Review (OFR) trainings to assist other agencies in developing their own teams, organized a Child Fatality Investigation training, and facilitated community discussions, such as a Kratom Town Hall with state representatives and community health providers to raise awareness and address concerns surrounding its use. He and members of his staff serve on several prevention-focused boards and actively support veteran su***de prevention initiatives. His office also includes two certified Child Passenger Safety Technicians and has participated in hundreds of community events throughout the past 4 years to promote education, awareness, and prevention.

At the state level, Coroner Hartwell serves as the Coroner Representative for the Lowcountry Healthcare Coalition, ensuring coroners have a voice in broader public health initiatives.

While his accomplishments are significant, what truly sets Coroner Hartwell apart is his leadership. He leads with humility, never seeking recognition, and remains personally involved in the workโ€”responding to scenes, supporting first responders, and guiding families through their most difficult moments with compassion and respect. He is equally dedicated to his team, ensuring they have the resources, training, and support needed to succeed while fostering a culture of professionalism, trust, teamwork, and pride within the office.

A special thank you to the Charleston Southern University Criminal Justice Department and Professor Alan Fix for the invitation and for their continued commitment to educating and inspiring the next generation of criminal justice professionals.

We are grateful for the opportunity to share our knowledge and experiences and look forward to supporting future educational programs in our community.

The Berkeley County Coroner's Office had the pleasure of tabling at the inaugural MUSC Children's Safety Day at the Cane Bay YMCA. Community Outreach Coordinator Allison Bilton and Deputy Coroner Jordan Moran enjoyed meeting many of the Cane Bay families. They talked to them about water safety, safety around medication, and fi****ms. We provided gun locks from the VA, resource cards, su***de awareness materials, mental health pins, and positive affirmations. Before leaving we had the opportunity to speak to the community partners about Narcan.
