Effective immediately, the Mitchellville Police Department has implemented a revised sector patrol routine to further enhance public safety and community engagement across the city.

New Sector Patrol Initiative

All officers will now rotate through four designated patrol sectors—A, B, C, and D—throughout their shifts, dedicating 15 minutes per hour to each sector. This initiative is designed to ensure comprehensive and consistent police presence in every part of the community during all shifts.

Focus Areas and Community Interaction

When officers are assigned to Sector D, they will place additional focus on traffic safety along Center Avenue and conduct walk-throughs at local businesses, including Casey's and Dollar General. Officers will spend no more than five minutes inside each business per patrol cycle, helping maintain strong community relationships while prioritizing high-visibility patrol.

Accountability and Transparency

Officers are required to document each sector patrol, including all business walk-throughs, as special assignments in the department’s reporting system. This process promotes accountability, transparency, and performance tracking as part of our ongoing commitment to serving Mitchellville’s residents and business community.

Arrest of Phillip Slaughter and Carl Rainey on Forgery Charges
On August 21, 2025, officers from the Mitchellville Police Department responded to a report of individuals attempting to pass counterfeit currency at the Dollar General in Mitchellville, Iowa.

Store management provided officers with a detailed description of the suspects and their vehicle, including the make, model, and license plate number. A metro-wide broadcast of this information was issued to surrounding law enforcement agencies.

Shortly thereafter, with the assistance of the Polk County Sheriff’s Office, Altoona Police Department, and the Iowa State Patrol, the suspect vehicle was located traveling westbound on Interstate 80 near Menlo, Iowa. Iowa State Patrol troopers conducted a traffic stop, during which bundles of counterfeit $100 bills were discovered concealed inside the vehicle’s dashboard. Narcotics, including ma*****na, were also recovered from the vehicle.

Phillip Slaughter and Carl Rainey, were subsequently arrested and taken into custody on forgery-related charges. They are currently being held pending further legal proceedings.

The Mitchellville Police Department extends its gratitude to the Dollar General staff, the Polk County Sheriff’s Office, Altoona Police Department, and the Iowa State Patrol for their assistance in this investigation.

As investigation has revealed that counterfeit monies may have been used in Newton, Iowa and the Iowa City area we encourage anyone with additional information regarding this case to contact the Mitchellville Police Department.

No further details will be released at this time in order to protect the integrity of the ongoing investigation.

Date: August 20, 2025

Subject: Arrest of Sklyer Terry on Warrants for Second Degree Sexual Abuse

On August 19, 2025, members of the Des Moines Police Department arrested Sklyer Terry, age 35, on warrants issued by the Mitchellville Police Department. The warrants involve three counts of sexual abuse in the second degree.

These charges stem from an investigation that began after information was brought forward concerning the possible abuse of a child. Following a thorough investigation, sufficient evidence was obtained, leading to the filing of charges against Mr. Terry.

Mr. Terry is currently in custody and awaiting further legal proceedings.

The Mitchellville Police Department thanks everyone who assisted during the investigation and encourages anyone with additional information regarding this case to contact law enforcement.

No additional details will be released at this time to protect the integrity of the ongoing investigation and the privacy of those involved.
