Truck Driver and Equipment Operator -- Street Division: The City of Mitchell is accepting applications for a Truck Driver / Equipment Operator for the Street Division of the Public Works Department. This position operates trucks and other equipment in the construction, repair, and maintenance of streets and city infrastructure. Operates truck with attached equipment, maintains streets and city parking lots by filling cracks and potholes, cleans and performs minor servicing of vehicles, and performs emergency roadside repairs as needed, such as changing tires, installing light bulbs, and attaching tire chains. Participates in safety flagging and safety perimeter set-up with cones and barricades. Performs city-wide snow removal in the winter. Truck Driver and Equipment Operator - Street/Airport/Traffic: JOB SUMMARY



This position operates trucks and other equipment in the construction, repair, and maintenance of public works infrastructure in assisting the airport, traffic, and street division operations.



MAJOR DUTIES



* Operates a truck and trailer to haul materials and equipment.



* Performs snow removal duties; operates equipment and spreads sand and salt.



* Operates a skid loader with attachments, asphalt mill, and broom.



* Performs duties associates with crack sealing, chip sealing, and asphalt patching, including the operation of a crack sealer, asphalt router, and self-propelled concrete asphalt saw.



* Operates a water tanker truck.



* Operates a forklift.



* Installs barriers and cones; directs traffic at work sites; perform traffic detour operations.



* Assists with storm clean-up activities.



* Maintains assigned vehicles and equipment; performs pre- and post-trip vehicle inspections.



* Responds to after-hours emergencies as needed.



* Locates underground utilities.



* Installs and maintains traffic signs and posts.



* Responds to traffic signal, signs and city light issues.



* Cut or trim trees.



* Maintains equipment as it relates to the airport, street and traffic departments.



* Performs ground maintenance including but not limited to mowing and spraying.



* Performs related duties.





KNOWLEDGE REQUIRED BY THE POSITION



* General knowledge of the techniques, equipment, and supplies used in airport, traffic, street and right-of-way maintenance.



* General knowledge of traffic control system principles and practices.



* General knowledge of airport operations.



* Knowledge of city and departmental safety policies and procedures.



* Knowledge of the geography of the city, including street names and locations.



* Skill in the operation of assigned vehicles, trucks, and equipment.



* Skill in prioritizing and organizing work.



* Skill in the use of hand and power tools.



* Skill in oral and written communication.



SUPERVISORY CONTROLS



The Airport Manager assigns work in terms of general instructions. The Traffic Supervisor and Street Superintendent may also assign work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.



GUIDELINES



Guidelines include traffic laws, work safety policies, and city policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.



COMPLEXITY/SCOPE OF WORK



* The work consists of related equipment operation duties. Inclement weather and heavy traffic contribute to the complexity of the position.



* The purpose of this position is to operate trucks and equipment in support of a variety of department operations. Successful performance contributes to the provision of a safe and well-maintained city infrastructure and to the efficient and effective collection and disposal of refuse.

PHYSICAL DEMANDS/ WORK ENVIRONMENT



* The work is typically performed while intermittently sitting, standing, bending, crouching, or stooping. The employee frequently lifts light and occasionally heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, and distinguishes between shades of color.



* The work is typically performed outdoors, occasionally in cold or inclement weather. The employee is exposed to dust, dirt, grease, and machinery with moving parts. The work requires the use of protective devices such as masks, goggles, gloves, etc.



SUPERVISORY AND MANAGEMENT RESPONSIBILITY



None.



MINIMUM QUALIFICATIONS



* Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.



* Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.



* Possession of or ability to readily obtain a valid CDL with tanker endorsement issued by the State of South Dakota for the type of vehicle or equipment operated within 6 months of hire.
