Data center development presents both opportunities and challenges for communities, states, and local governments. Join us for a panel discussion bringing together state, local government, and project developer perspectives on how communities can engage effectively and constructively with data centers. Speakers will share tools, resources, strategies, and real-world experiences for navigating development, as well as explore design innovations, impact mitigation strategies, and common misconceptions about data centers.

Abby Smith is the President & CEO of Team Pennsylvania, a public-private partnership focused on accelerating inclusive economic growth across the Commonwealth. With 20 years of experience in strategic planning, cross-sector collaboration, grant and project management, and state-level initiatives, Abby brings extensive experience working with communities and partners across Pennsylvania and other states.
Karl Green is a Community Planning Specialist with the UW Madison Division of Extension Community Development Institute. Karl helps communities understand and navigate large-scale land use changes, providing access to university resources and research on community land use issues. He previously served as Program Manager for UW Extension’s Local Government Education program.
Josh Rabina is the CEO of Sentinel Data Centers, which he co-founded in 2001. Josh has overseen the development and operation of Sentinel’s data center campuses and customer projects and brings extensive experience working with end users, communities, and development partners. Today, he leads a team executing more than $5 billion in ongoing or near-term development.
