Peer Specialists Limited - PSL Peer Specialists Limited (PSL) was incorporated in July 2021 as a nonprofit 501 (c) (3) agency.

Embrace lived experience by being a member of the Peer Specialists Limited team that is a non-profit peer led and peer specialist driven agency. Responsible for the day-to-day operations of the Wraparound Family Engagement and Advocacy Program. The PSL Program Director is required to be a Parent Peer Specialist/Peer Specialist and is responsible for supervising staff, ensuring the program is in full contract compliance, collaborating with Milwaukee County staff, and ensuing quality services are being provided to the people being served through the Family Engagement and Advocacy Program.

Essential Functions:

1. Embraces and role models recovery by embracing the Parent Peer Specialist/Peer Specialist Code of Conduct during all interactions with staff and the people being served by the Family Engagement and Advocacy Program

2. Assist in monitoring all contract and program requirements.

3. Responsible for orientation and training of new staff. This includes on-boarding and training advocacy staff and volunteers that includes but is not limited to, engagement, mental health, and medication, community resources most relevant to families.

4. Works collaboratively with PSL General Manger to ensure all staff and volunteers are being supervised and providing high quality parent peer support services.

5. Develop and provide engagement and advocacy training to the Wraparound Milwaukee provider network quarterly, as well as other trainings based on need.

6. Develop, support, and facilitate a
governance board focused on advocacy to meet the needs of family’s enrolled in Wraparound services.

7. Provides 1:1 supervision weekly to each Parent Peer Specialist/Peer Specialist.

8. Assist in developing community collaborations to support the needs of families being served by the program.

9. Arranges and leads staff meetings.

10. Reviews new referrals with PSL General Manager and completes case assignments to staff.

11. Meets regularly with BHS staff to support collaborative partnership.

12. Completes annual staff evaluations for Parent Peer Specialists/Peer Specialists in a timely manner.

13. Collaborates with staff about individuals being served by the program to ensure individual’s needs are being met by the program.

14. Ensures that all paperwork is completed in a timely manner.

15. Closely monitors staff weekly service hours and bring any concerns to the attention of PSL General Manager.

16. Completes monthly quality assurance surveys and distribute results.

17. Fulfills terms of contract and responds to all issues regarding program service provision.

18. Participates in meetings throughout Milwaukee County (including at BHS) to represent PSL and peer support.

19. Reviews any potential disciplinary actions as outlined in PSL employee policy and procedure manual with PSL General Manager for further action.

20. Responsible for Continuous Quality Improvement Reporting, CRC, and Agency Demographic Report (compiling information to complete the monthly report, appropriate QA of the information and timely submission).

21. May provide direct services based on coverage and program needs.

Other Duties and Responsibilities:

1. Attends and participates in PSL meetings

2. Other job-related duties as may be necessary to carry out the responsibilities of the position.

Work Relationship and Scope:

Reports to the General Manager. Has contact with a wide variety of individuals including youth/young adults and family members, other program staff, including consulting Psychologist/Psychiatrist, and other collateral contacts, neighbors, funders, Milwaukee County Department of Health and Human Services, Milwaukee County Division of Youth and Family Services (DYFS), Children’s Court officials, MPS staff and administrators, staff of youth serving agencies and the public.

Minimal Qualifications:

The PSL Program Director is required to be a Parent Peer Specialist or a Peer Specialist with a minimum of two years of experience providing peer support services. Bachelor’s Degree in Social Work, Human Services, or Criminal justice preferred; two years supervisory experience preferred; no convictions or license revocations that would not allow to serve people based on Milwaukee County standards; valid driver’s license, automobile and sufficient insurance to meet agency requirements. Complete all Wraparound trainings as required for the position. The PSL Certified Peer Specialist will utilize their lived experience by being a member of the Peer Specialists Limited team that is a non-profit peer led and peer specialist driven agency. To engage the parents/caregivers of Wraparound Milwaukee enrolled youth in the Wraparound process. Utilize the unique lived experiences of parenting a child with significant mental health, substance use, co-occurring, and life needs to provide hope to parents/caregivers currently enrolled in Wraparound programming. The role of the Parent Peer Specialist is to enhance parenting knowledge and skills to minimize crisis and maximize the long-term benefit of involvement in the Wraparound process through a focus on parent and youth strengths as part of the solution and family participation as partners in all aspects in their care.

Essential Functions:

1. Provide one to one peer support to parents/caregivers in a variety of community settings, including the family home
2. Utilize unique lived experience to build professional relationships with youth and families enrolled in Wraparound to assist in navigating the mental health/behavioral health, youth justice, and/or child welfare systems to walk with the parent/caregiver and youth to ensure their needs are being met and their voice is heard, understood, and respected by the Child and Family Team.
3. Work directly with the parent/caregiver within the family system to reduce crisis triggers, role model parenting and crisis management skills, provide education proactively and reactively to the family, and support families during crisis.
4. Role model recovery in all interactions and utilize lived experience to engage families and youth.
5. Support the team to understand and identify the family’s needs and develop strategies to meet the identified needs.
6. Work closely with the family to identify a sustainable network of supports and resources in the community to meet the family’s needs.
7. Partner with the Care Coordinator to build strong working relationships with community organizations that serve Milwaukee youth and their families.
8. Collaborate closely with the Wraparound team to ensure the needs of the youth and family are met.
9. Support youth and family to engage in mental health services by accompanying at appointments and community activities.
10. Attend and actively participate in Child and Family Team Meetings including the development and implementation of the Plan of Care and Crisis Plan.
11. Complete all necessary paperwork in a strengths-based manner per Wraparound Milwaukee/Agency requirements
12. Attend and actively participate in weekly supervision.

Minimal Qualifications:
High school or GED/HSED required; graduate of state Parent Peer Specialist or Peer Specialist training; possess current Certified Peer Specialist certification or become certified within one year of employment; meet all PSL and contractor requirements for criminal and caregiver background check, driving record, and references; good written and verbal communication skills. Complete all Wraparound trainings as required for the position. Ability to display cultural competence by responding respectfully and effectively to people of all cultures, languages, classes, races, ethnic backgrounds, religions, and other diversity factors in a manner that recognizes, affirms, and values the worth of each individual. Position Summary: The Certified Peer Specialist is a person who has lived the experience of mental health, substance use or co-occurring needs, is in recovery, has had formal training in the peer specialist model of support, and has passed the State of Wisconsin certification exam. This position will be partnered with Certified Parent Peer Specialists and Program Supervisor dedicated to directly responding to community-based referrals from Wraparound families. They will be located at PSL Office.

The role of the Certified Peer Specialist is to be a mentor or coach in providing support to support families (adults and youth) who have mental health and substance use or co-occurring needs that have initiated a request for services through Milwaukee County Wraparound community-based referral service. This position will work closely with families and Clinician if needed to connect with formal supports and programs, education and mentoring of adults who are initiating requests for services. The Certified Peer Specialist through their lived recovery experience, can provide the guidance and role modeling necessary to promote wellness, purpose in life, develop relationships, and the insight necessary to assist the individual in moving forward.

Essential Functions:
1. From a recovery perspective, provide a strength-based review of an individual's abilities, strengths, and assets. Assist in developing goals/plans.
2. Encourage the development of a symptom management "toolkit" for families (adults and youth) providing recovery-based education and support.
3. Encourage participants to become the expert of their own lived experiences and develop voice and choice around service participation to be empowered in their recovery.
4. Support participants in navigating systems of care and encourage the participant to communicate with other services providers to allow for maximum self-determination and dignity in care.
5. Research and identify appropriate resources for individuals.
6. Responsible for accurate documentation and maintaining case files as required by agency policy and DHS 34 government regulations as needed
7. Responsible for accurate documentation and maintaining up to date progress notes, including crisis plans in conjunction with a specified Clinician, if needed.
8. Completion of 1:1 supervision with Program Supervisor or General Manager for 1 hour per week (if required).
9. Work with the participants’ collateral and community contacts to promote continuity of care with written and explicit consent to support their recovery journey.
10. Participate in community visits with the adult as necessary to engage him or her in the recovery process.
11. Assist families in their process of stabilization and recovery.
12. Provide support in educational discussions in a support group format for families.
13. Facilitate psychosocial or other self-help, recovery-based groups to engage adult in recognizing and understanding early triggers or signs of usage and assist in the development of prevention strategies.
14. Conduct motivational interviewing, active listening and utilize positive communication skills.
15. Attend and participate in staff meetings.
16. Attend in-service training and conferences as required by Wraparound.

Knowledge, Skills, and Abilities: Good computer skills; accurate documentation; ability to meet deadlines; knowledge of substance use issues and mental health needs.

Working Conditions: Work is performed at the Behavioral Health Division offices or OCA program-specific area. Community outreach is based on individual circumstances, at individual homes or residences and community agencies. Hours of work will be during the day, regular business hours. Program needs can vary an average 20 hours/week for part-time and 40 hours/week for full-time positions. Flexibility of hours may be required based on service needs.

Minimal Qualifications: High school or GED/HSED required; graduate of state Certified Peer Specialist training; possess current Certified Peer Specialist certification; (If such certification has not occurred by hire, state certification must occur within the first year of employment.); good written and verbal communication skills.
