US Army Corps of Engineers Logistics Activity - ULA USACE Logistics Activity provides enterprise logistics solutions for the Corps of Engineers. A HPO organization team was formed.

Background
The ULA, with the DOL, form a High Performing Organization (HPO) as set forth and defined by Public Law 108-136, Section 337. This law authorizes the Secretary of Defense (SECDEF) to establish a pilot program to create or continue the implementation of High Performing Organizations (HPO) through Business Process Reengineering (BPR) in lieu of public-private competition. The ULA was appr

oved by the Office of the Secretary of Defense (OSD) as an HPO pilot and must continually meet the definitions as set forth in Public Law 108-136, Section 337. Transition of USACE Logistics Management to the HPO
Before becoming an HPO the ULA did not exist, rather the Logistics Management offices at the Division, Center and District level were separate and distinct under the command and control of the Division, Center or District Commander or Director. Prior to the ULA, Logistics Management functional organization was scheduled for public-private competition. The required Circular A-76 preliminary planning was completed in June 2005
The opportunity arose to seek participation in the HPO Pilot Program and the preliminary planning information provided strong evidence of a high probability of success. The team developed a logistics HPO concept plan and presented it to the USACE Delegated Competitive Sourcing Official/Deputy Commanding General (DCG) in August 2005. His approval of the following concepts formed the foundation for the LOGM HPO described in the Business Case Analysis (BCA):
Centralized oversight and delivery of supply, maintenance, facilities & transportation management, and logistics emergency planning and response
Exercising command and control through the Directorate of Logistics, HQUSACE, Washington, DC
Establishment of USACE Logistics Activity Field Operating Activity (FOA)
Selection of the Logistics Activity Center located at Millington, TN

ULA Command and Control
The DCG August 2005 decision transferred the five major Logistics Management (LOGM) functions including the associated personnel resources from local Commanders/Directors to the USACE Logistics Activity (ULA)/ Directorate of Logistics (DOL). While the DCG decision centralized logistics command and control, the local commanders/directors retain operational control to assign tasks to the logistics resources. The U.S. Army Corps of Engineers Logistics Activity Center is strengthening equipment readiness across the enterprise through comprehensive tracking and management of more than 70 Modification Work Orders (MWOs) and other maintenance directives affecting more than 1,200 pieces of equipment.
Stanley Pearson and Charles Hickman led the effort to identify, track and record MWOs, Safety messages and Maintenance Action Messages—critical components of the Army’s equipment maintenance and readiness programs. Their work is supported enterprise-wide through the Modification Management Information System (MMIS), a key tool integrated into the Army Enterprise System Integration Portal and the Army Readiness Common Operating Picture.

In September, members of the U.S. Army Corps of Engineers Directorate of Logistics (DOL) team, including Director of Logistics Col. Michael O’Hara, Acting Deputy Director Ms. Marti Sedgwick, and Senior Maintenance Officer CW5 Sibley Hammid visited the Logistics Activity Center (LAC) in Millington, Tennessee, to learn more about the community of practice and how the Center supports the broader USACE logistics enterprise.
O’Hara, who started in this role earlier this year, said prioritizing a visit to Millington was essential.

The Savannah District (SAS) Logistics Manager Maurice D. Alford and his Logistics Management Office (LMO) recently participated in a Command Logistics Review Program (CLRP) with the Logistics Assessment Branch (LAB).
In addition to an In-Brief with logistics staff and district leadership, Alford coordinated for the arrival of ULA LAB team along with the South Atlantic Division Regional Logistics Manager Darryl McMillon for the district headquarters’ site visit. This visit involved training to all logistics commodities and a follow-on assessment at the off-site location at the Hunter Army Airfield in Savannah.

The Galveston Logistics Management Office and facility contractor recently replaced the old Liebert air conditioning unit in the district server room. This $260K Project was identified during the Builder Team Inspection and budgeted for FY25. Due to recent failures of the old unit and its lack of energy efficiency, it was critical that this asset be replaced as soon as possible, to keep the servers cool and operational. By replacing this 28-year-old unit with a new unit, it will help to keep the Galveston District operational for years to come.
