Temporary Closure of Eddie Collins Memorial Park

Please be advised that Eddie Collins Memorial Park will be temporarily closed to the public beginning August 31, 2026, through approximately July 31, 2027, due to planned construction and renovation work.

Reason for Closure
The closure is necessary to allow for the installation of a new Olympic swimming pool and pool house. These improvements are intended to enhance the park’s safety, accessibility, and long-term functionality for residents and visitors.

Closure Period
• Start Date: August 31, 2026
• Anticipated End Date: July 31, 2027
• Anticipated Reopening Date: July 31, 2027
During this closure period, the park and its facilities will not be available for public use. For safety reasons, no entry into the park or construction areas will be permitted.

Impact on the Public
• All recreational areas, walking paths, and park facilities will be closed.
• Construction activities may result in noise, equipment movement, and temporary traffic changes in the surrounding area.
• Signage will be posted at park entrances, and updates will be shared through the Village website and page as information becomes available.

Reopening and Updates

The Village anticipates reopening Eddie Collins Memorial Park on or about July 31, 2027, with improved facilities and enhanced visitor experience. Project updates and reopening information will be shared on the Village website at www.villageofmillerton-ny.gov and on the Village page.

NOTICE REQUESTING PROPOSALS
PROFESSIONAL ENGINEERING SERVICES
CHURCH STREET SIDEWALK REPLACEMENT FOR ADA ACCESSIBILITY
Village of Millerton, Dutchess County, New York

Notice is hereby given, that the Village of Millerton is soliciting proposals from qualified professional engineering firms for design and construction-phase engineering services for the Church Street Sidewalk Replacement for ADA Accessibility project. The project is being undertaken through the Dutchess County Community Development Block Grant (CDBG) Program.

The project generally involves replacement and/or reconstruction of approximately 585 linear feet of existing sidewalk along the east side of Church Street extending to Barton Street, as shown on the RFP project map, to provide a continuous ADA-accessible pedestrian route. Professional services are expected to include field review and survey/base mapping; preliminary and final design; complete bid-ready design and construction drawings and specifications; accessibility, grading, drainage, driveway and utility coordination; construction cost estimating; CDBG/Dutchess County bid-document coordination; bidding and award assistance; construction administration and management; construction observation/inspection; and project closeout and record drawings.

Bids will be opened on September 29, 2026, at 4:05 PM at the Village Hall, 5933 N. Elm Avenue Millerton, NY 12546.

The bid specifications may be obtained at the Village Clerk’s office during regular business hours, 9:00 AM to 4:00 PM, Monday through Thursday.

All proposals must be submitted in a sealed package marked “"RFP - Church Street Sidewalk Engineering Services.” and be received no later than 4:00 PM, September 29, 2026. Please submit two (2) original hard copies and one electronic copy of the proposal to the address as follows:

Proposers are urged to mail/deliver their proposal early. Late proposals will not be accepted and will be returned unopened to the vendor. Faxed copies will not be accepted.

Professional service firms, individuals, or teams that are or include NYS Certified MBE or WBE firms or individuals are strongly encouraged to submit proposals in response to this RFP. Consultants and firms are also encouraged to submit utilizing DBE sub-consultants where appropriate.
