Water Maintenance Technician

This full-time position will be responsible for locating, maintaining water lines and repairing leaks in the system. Ensure effective operation of water valves within the water system. Will be required to use small and large equipment such as a Back-hoe, Mini X and other equipment needed in the water system.

Must have the ability to use tact and diplomacy when dealing with customers and employees and the ability to perform basic functions on a computer including data entry and typing skills. Position requires the ability to frequently lift or move up to 100 pounds. Valid Georgia driver’s license with an acceptable driving record is required. Must be at least 21 years old.

Minimum requirements:
High school diploma or equivalent
Three to six months related experience or training
Ability to get water license within a year of employment

SEWER MAINTENANCE TECHNICIAN

Responsibilities:
• Construct and maintain sewer line pipes and other duties.
• Repair points on gravity lines and force mains, install pipe, clean out manholes, raise manholes, various landscaping jobs.
• Operate small and large equipment for maintenance projects.
• Oversee and assist with miscellaneous projects as directed, such as maintaining right-of-ways, pump station sites, cleaning sludge from wet wells, and various grading projects as necessary.
• Securing and partitioning off work areas with traffic signs, cones, and/or barricades; flags and directs traffic around work areas as necessary.
• Maintain required paperwork and log in compliance with departmental rules and regulations.
• Gather information/data to support periodic and special reports documenting activities for area of responsibility.
• Attend staff and safety meetings to exchange information; attend in-service training and technical or professional classes or seminars to improve skills.

Dear Lake Resident,

Persistent dry conditions have prompted the Georgia Environmental Protection Division (EPD) to declare
a Level 1 Drought Response in 53 counties. A Level 1 Drought Response declaration includes a public information
campaign by water utilities to help citizens better understand drought, its impact on water supplies
and the need for water conservation. It is possible that in the coming weeks or months, the EPD may
expand the Level 1 declaration or declare a Level 2 Drought Response, which includes watering restrictions.

In addition to the Drought Response levels, the outdoor water use schedule required under the Georgia
Water Stewardship Act of 2010 remains in place statewide. This schedule allows outdoor water use year-round
only between the hours of 4 p.m. and 10 a.m.

Overall, the drought continues to result in very low streamflow into all of our reservoirs, which negatively
impacts our lake levels. The U.S. Drought Monitor (http://droughtmonitor.unl.edu) demonstrates that
streamflow conditions have worsened during the last several weeks and the current weather forecast
for Georgia calls for dry conditions through December. With lower lake levels, it is important for individuals
with boats and other water-related equipment and facilities to stay alert to changing conditions. Additional
caution should be exercised when using boat ramps and boating on the lakes. Until significant rainfall
occurs in our watershed, the lake levels at both Oconee and Sinclair will continue to decline as we utilize
reservoir storage to provide the required downstream flows into the Oconee River.

We all need to do our part to conserve water. Georgia Power is managing limited water resources as efficiently
as we can for power generation, downstream flow requirements, license obligations and lake levels. We have
canceled winter drawdowns where possible in response to the drought, declined requests for non-essential
downstream flows and are coordinating our operations with federal, state and local water agencies.

We are asking each of you, as our lake stewardship partners, to take steps to conserve water at your
lake home or business. We are also asking you to limit any withdrawals from the lakes for outdoor watering.
The Georgia EPD has a wealth of water conservation tips on their website that will be helpful to you. For
information, visit http://epd.georgia.gov/water-conservation.

Georgia Power will continue to closely monitor conditions on the lakes and carefully manage the
limited water resources. We post our updated lake levels each morning at www.georgiapowerlakes.com.
We will continue to communicate with you by our webpage, Facebook and email on state Drought
Response declarations, the conditions at our reservoirs and water conservation tips. Thank you for your
understanding and for doing your part to conserve water.

Drought Watering Rules

SUMMARY Level 1: Requires public water systems to educate customers about conditions and encourages conservation. Watering may be dode after 4:00 p.m. and before 10:00 a.m.
SPECIFIC STATE RULES Drought Response Level 1.
(a) Permittees that are public water systems shall implement a public information campaign that shall include, at a minimum, public notice regarding drought conditions and drought specific public-service messages in one or more of the following ways: newspaper advertisements, bill inserts, website homepage, social media, and notices in public libraries.
In 2015 the Georgia Department of Natural Resources issued permanent Drought Management Rules (see below). If drought worsens, the Director of EPD monitors drought severity and reports regularly if conditions might trigger further water restrictions. This insures that, if a drought becomes extreme, everyone is affected in the same way without a hodgepodge of rules from different water suppliers.
PERMANENT: Persons may irrigate outdoors daily for purposes of planting, growing, managing, or maintaining ground cover, trees, shrubs, or other plants only from 4 p.m. to 10:00 a.m.
The following outdoor water use is allowed at all times (no limits on time of day):
(A) Commercial agricultural operations
(B) Capture and reuse of cooling system condensate or storm water in compliance with applicable local ordinances and state guidelines;
(C) Reuse of gray water in compliance with applicable local board of health regulations
(D) Use of reclaimed waste water by a designated user from a system permitted by the Environmental Protection Division of the department to provide reclaimed waste water;
(E) Irrigation of personal food gardens;
(F) Irrigation of new and replanted plant, seed, or turf in landscapes, golf courses, or sports turf fields during installation and for a period of 30 days immediately following the date of installation;
(G) Drip irrigation or irrigation using soaker hoses;
(H) Handwatering with a hose with automatic cutoff or handheld container;
(I) Use of water withdrawn from private water wells or surface water by an owner or operator of property if such well or surface water is on said property;
(J) Irrigation of horticultural crops held for sale, resale, or installation;
(K) Irrigation of athletic fields, golf courses, or public turf grass recreational areas;
(L) Installation, maintenance, or calibration of irrigation systems; or
(M) Hydroseeding.
Always check with your local water provider before assuming you can water your landscape.

SUMMARY Level 2: Limits outdoor watering to two days a week on an odd-even schedule. Even-numbered addresses may water Wednesdays and Saturdays (4 p.m. to 10 a.m.); odd-numbered addresses may water Thursdays and Sundays (4 p.m. to 10 a.m.). No water for outdoor fountains, carwashes or power washing of homes.
SPECIFIC STATE RULES: Drought Response Level 2. During Drought Response Level 2, permittees shall implement all Drought Response Level 1 measures plus the following additional Drought Response Level 2 measures:
(a) General Outdoor Watering. Outdoor irrigation for purposes of planting, growing, managing, or maintaining ground cover, trees, shrubs, or other plants, as described in Rule 391-3-30-.03(1)(a), shall be limited to two days a week on an odd-even schedule. Even numbered addresses may irrigate on Wednesday and Saturday between the hours of 4:00 p.m. and 10:00 a.m. Odd numbered addresses may irrigate on Thursday and Sunday between the hours of 4:00 p.m. and 10:00 a.m. “Even numbered address” means an address number ending with the number 0, 2, 4, 6, 8, or the site does not have a numbered address. “Odd numbered address” means an address ending with the number 1, 3, 5, 7, or 9.
(b) Specific Categories of Outdoor Water Use. The outdoor water uses listed in Rule 391-3-30-.03(1)(b) shall be allowed.
(c) The following outdoor water uses shall not be allowed, except as provided below:
1. Washing hard surfaces such as streets, gutters, sidewalks and driveways, except when necessary for public health and safety;
2. Using water for ornamental purposes, such as fountains, reflecting pools, and waterfalls;
3. Use of fire hydrants, except for the purposes of firefighting, public health, safety, or flushing;
4. Washing vehicles, such as cars, boats, trailers, motorbikes, airplanes, or golf carts;
5. Non-commercial washing, or pressure washing, of buildings or structures, except for immediate fire protection; and
6. Charity, or non-commercial fund-raiser, car washes.

SUMMARY Level 3: Prohibits all outdoor irrigation of landscapes. Food gardens may be watered between 4 p.m. and 10 a.m. (Soaker hoses and drip irrigation may be used any time.) Hand watering allowed during designated hours. Golf course irrigation limited.
SPECIFIC STATE RULES: During Drought Response Level 3, permittees shall implement all Drought Response Level 1 and 2 measures plus the following additional Drought Response Level 3 measures:
(a) General Outdoor Watering. Outdoor irrigation for purposes of planting, growing, managing, or maintaining ground cover, trees, shrubs, or other plants, as described in Rule 391-3-30-.03(1)(a), is not permitted.
(b) Specific Categories of Outdoor Water Use. The outdoor water uses listed in Rule 391-3-30-.03(1)(b) shall be allowed, subject to the following additional requirements:
1. Irrigation of personal food gardens shall be conducted between the hours of 4:00 p.m. and 10:00 a.m., unless done using drip irrigation or soaker hoses. Irrigation of personal food gardens using drip irrigation or soaker hoses may be done at any time;
2. Handwatering with a hose with automatic cutoff or handheld container may be conducted between the hours of 4:00 p.m. and 10:00 a.m.;
3. Irrigation of athletic fields or public turf grass recreational areas may be conducted between the hours of 4:00 p.m. and 10:00 a.m., subject to the two days a week odd-even schedule described in Drought Response Level 2;
4. Irrigation of golf courses shall be conducted in accordance with the “Golf Irrigation Prediction and Estimation Worksheet” and only between the hours of 4:00 p.m. and 10:00 a.m., provided, however, irrigation of golf course greens may occur at any time of day;
5. Use of reclaimed waste water by a designated user from a system permitted by the Division to provide reclaimed waste water shall not be allowed for general outdoor watering as described in Rule 391-3-30-.03(1)(a). It shall be allowed for any use described in Rule 391-3-30-.03(1)(b) subject to the limitations in Rule 391-3-30-.07(4)(b);
6. Installation, maintenance, or calibration of irrigation systems is allowed, provided thatit is done by professional landscapers or golf course superintendents.

Trying to make sure the citizens are aware whats going on...

Boil Water Notice From the City of Milledgeville:
A broken water main is causing water pressure in parts of the water system to drop to dangerously low levels. When this occurs a potential health hazard may exist in these areas of low pressure from back flow and / or back-siphonage of water of unknown quality into the water distribution system.

In order to protect the public from a potential health hazard, all citizens that have experienced water outages and / or low water pressures are advised to “boil” all water prior to use for drinking, cooking, or preparing baby food. The water should be boiled for at least one minute after reaching a rolling boil. Citizens should continue to boil their water until they are notified by their drinking water utility that the water system has been restored to full operation, and that the microbiological quality of the water in the distribution system is safe for human consumption.

The area includes City of Milledgeville customers located west of Cobb Street with boundaries of Thomas Street and Fishing Creek. The Park Towers of Oconee Regional Medical Center is also included.

Public schools on Blandy Road and the Allenwood Subdivision as well as Georgia College West Campus are not included.

This notice has been issued by the City of Milledgeville Water System.
