The following is a statement from Mayor Lori Blong regarding the lowering of flags in Midland, authorized by Governor Greg Abbott, in honor of the victims of the June 12, 2026, shooting.

Governor Abbott called me last night to check on Midland and express his condolences to our community. He has also authorized flags in Midland to be lowered to half-staff in honor of the victims of yesterday's horrific tragedy.
The City Council and I are asking Midland residents, businesses, and organizations to lower your flags through next week starting today, June 13, and join us in honoring the victims.
Ed Scott and everyone affected by the events of June 12 deserve to be honored. I also want to recognize the many first responders and medical personnel who answered the call yesterday. It was an incredible outpouring of support and we are grateful for every one of them.
This is one small way our community can say together that we remember, we grieve, and we do not move on quickly from something this painful.
Please keep the families in your prayers.

Today is one of the hardest days our organization and our community will ever face.

We lost one of our own.

While many details will be discussed in the days ahead, we want to pause and recognize what matters most right now. A member of the City of Midland family will not be coming home.
Behind every employee badge is a husband or wife, a mother or father, a son or daughter, a friend, a teammate, and a person whose life touched countless others. Today, a family is experiencing a loss that words cannot adequately describe, and our hearts are with them.

Midland, please recognize this is not easy for the family of City of Midland employee, Ed Scott. Please respect the family’s wishes for privacy. Please say a prayer for what the family is going through less than 24 hours after the unthinkable.

Ed was a person involved in the community, specifically working as an integral figure with local and regional softball organizations. Most importantly, he was a loving father and husband and good person all the way around.

Thank you for letting the family have their time to grieve, and the city’s prayers go out to all families impacted because of the senseless events from June 12, 2026.

DPS Releases Details in Midland Shooting

AUSTIN – This morning, at about 8:00 CST, the Texas Department of Public Safety (DPS), along with the Midland Police Department (MPD) and other local, state and federal law enforcement partners, responded to reports of an active shooter in the 4600 block of West Wall Street in Midland, Texas. Preliminary information shows that when they arrived, the suspect, now identified as Victor Mata Villarreal, 45, who resided in Odessa, began firing shots at officers and bystanders and then barricaded himself inside an abandoned veterinary clinic building.

DPS and other responding officers immediately established a perimeter around the building to mitigate the threat. After a standoff, the suspect was located inside the building, deceased at around 12:30 p.m. CST.

At this time, DPS can confirm one victim is dead, and 10 others are injured. No law enforcement officers were injured.

Villarreal had been wanted for attempted capital murder of a peace officer after firing multiple shots at an MPD officer during a vehicle pursuit on Wednesday, June 10, 2026.

At the request of MPD, the Texas Rangers are investigating this active shooter incident. As this is an active investigation, no additional information is being released. The Texas Rangers ask that anyone with information related to the incident please come forward.

UPDATE: (8:45 p.m.) AUSTIN – The Texas Department of Public Safety (DPS) can now release the name of the victim killed in this morning’s shooting incident in Midland, Texas. He is identified as Edward Randall Scott, 62, of Midland. At this time, no additional information will be released.
