Waterworks District No 5 of the parish of Beauregard, State of Louisiana is immediately seeking a DISTRICT OFFICE MANAGER who will be responsible for managing utility billing, maintaining financial records, and handling accounts payable/receivable. This is currently an at-home position requiring space for a small office area. This role often requires a strong understanding of accounting principles, proficiency with accounting software, and the ability to interact with the public regarding billing and service inquiries.
Job summary
Applicant will be responsible for routine accounting and clerical work related to the financial operations of Waterworks District No 5 including billing, record-keeping, and reporting. Works under general supervision and assists in the maintenance of the department's fiscal records. Applicant will be working closely with system’s operator, construction/engineering contacts, vendors & other utilities.
Essential duties and responsibilities
• Billing and accounts management:
o Process and generate water bills using computerized billing software.
o Set up new customer accounts and handle billing adjustments.
o Process payments for utility services.
• Financial record-keeping:
o Maintain accurate accounting records, including posting to and balancing ledgers.
o Record and reconcile financial transactions, including accounts payable and receivable.
o Perform bank statement reconciliations and resolve discrepancies for all bank accounts.
• Financial reporting:
o Assist in preparing financial statements, such as balance sheets and income statements.
o Generate periodic and special reports as required by regulatory bodies.
o Assist with budget preparation and monitor expenses.
o Annual audit preparations
• Customer support:
o Respond to customer inquiries regarding billing and service issues.
o Coordinate and schedule activities such as meter installations and inspections.
o Maintain inventory of necessary supplies.
• Administrative duties:
o Work closely with engineers on construction projects
o Handle administrative communications with CPA, vendors, Police Jury, etc.
o Attendance at monthly board meetings requiring agenda & minutes preparations
Qualifications and skills
o Proven experience as a bookkeeper or in a similar financial role a plus
• Proficiency in accounting & computer software, such as Word, Microsoft Excel & QuickBooks
• Strong understanding of accounting principles and financial regulations.
• Ability to work independently from home and meet deadlines.
• Strong communication and customer service skills.
