CONEXIONES | Connections

Today, some of the Memphis 3.0 / City of Memphis Office of Comprehensive Planning team joined our partners at the Shelby County Community Services District Connector Program for CONEXIONES/Connections — a bilingual Leadership Gathering bringing together cross-sector leaders who serve Memphis's Spanish-speaking community.

Held at El Mercadito de Memphis , the event created a space for authentic dialogue, trust-building, and collaboration between community leaders and local government. Through culturally responsive activities, including Lotería-style networking, attendees learned about City and County services, shared community insights, and contributed directly to the Memphis 3.0 Comprehensive Plan.

This wasn't just an outreach event, it was the beginning of a sustained, community-guided partnership. Because meaningful planning means every voice at the table... todas las voces en la mesa.

A huge thank you to everyone who attended, organized, and made today possible. 🙏

Property taxes shape how cities grow, but not all property taxes work the same way. In this Planning Decoded, we break down three approaches cities use and how each one can influence development, affordability, and land use differently.

🏠 Traditional property tax — taxes both the land and the building on it.
⚖️ Split-rate tax — taxes land and improvements at different rates, encouraging owners to put land to productive use.
🌱 Land value tax — focuses the tax on land alone, regardless of what's built on it.

Here’s the reality - Memphis streets are dangerous. We are rated #1 in the nation for both pedestrian fatalities and car crashes.

How do we start to move the needle toward safe streets?

We need all hands on deck. And that includes neighborhoods! But what should neighborhoods be allowed to do with city approval and guidelines? Set up a makeshift roundabout? Extend a curb? Create a temporary bike lane with cones?

We know city planning can feel confusing, so we broke it all down in plain, simple terms:

Part 1: The "Big Picture" — who lives in Memphis today and what we need.
Part 2: The "Toolbox" — how we plan where buildings go and how neighborhoods connect.
Part 3: The "Guidebook" — updates to the goals and actions that help guide city decisions.
Part 4: The "Neighborhood Level" — specific goals and to-do lists for YOUR community across all 14 planning districts.

Our goal is simple: Build Up, Not Out. That means making our existing neighborhoods stronger, more connected, and full of opportunity for everyone.
