* WHERE...A portion of Utah, including the following areas, Central
Mountains, Eastern Juab/Millard Counties, Sanpete Valley, Sevier
Valley, Wasatch Plateau/Book Cliffs, Western Uinta Basin, Bryce
Canyon Country, South Central Utah, Southern Mountains, Upper
Sevier River Valleys, Southwest Utah and Zion National Park. This
watch also includes recent burn scars such as Cottonwood, Widemouth
2, Forsyth, France Canyon, Monroe Canyon, and Black Canyon.

* WHEN...From Sunday morning through Sunday evening.

* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, dry washes, slot canyons, and other low-lying and
flood-prone locations such as slickrock areas and recent burn
scars.

* ADDITIONAL DETAILS...
- Excessive rainfall is expected Sunday afternoon associated with
the arrival of deep tropical moisture across much of central and
southern Utah. Rates from 0.4-0.6 inches per hour are expected,
with isolated higher rates from 0.6-0.8 inches per hour possible.

The construction company working on June Hill has completed their work. We can expect road graders and some finish work to gravel the road system continuing into the fall. Thank you to everyone that gave the heavy equipment operators room to work. It has been a long month for us all

The BLM closure remains in effect to include the fire perimeter. The Forest Service has a similar closure. Although you may find gates open, please refrain from causing the Forest Service to lock them. We will likely have flood prevention projects ongoing in the canyon for some time.

The dam has started to collect water. The irrigation company intentionally sent water into the dam last night to begin soaking it in and ensuring the system will work as planned. We are happy with the results so far.

We could see a wetter than average September, and I am still optimistic for a winter full of heavy snow. It is the mild spring and the rate of snow melt that will concern me for several more years.

We have worked well together and I hope that our unity continues as we work on other projects to ensure Meadow is a great place to live.

After the flooding made it to the highway south of town last night, I drove up to the dry creek springs this morning. The mud stayed out of the spring exclosure areas, but we may have to do more work to harden that area in the future.

I spent some time with the contractors working at June Hill and the irrigation company and the local BLM manager today. I believe we have a good path forward to ensuring that structure is maintained into the future.

I also just drove up to June Hill and even went a little further up the canyon tonight in the rain. It is muddy, but there is no sign of flooding. The dam was empty at 8pm. I have spoken to the county emergency manager, county road crew supervisor, and a county commissioner this evening. Everyone is interested in our wellbeing. We will continue to monitor and you will be alerted if our plans do not stand up to the test. Thank you for your hard work and prayers to prevent any flooding damage.

We continue to see afternoon rainstorms, including some today. I anticipate this will persist for several weeks. We saw a pulse of muddy and black water come out of the canyon on Friday afternoon following a storm. The water rush was short lived and stayed in the irrigation ditch as designed. The excavation company should have their large excavator running today after a breakdown. We can expect work to continue at June Hill for the rest of the week. The National Weather Service sent another update today. The link at the bottom is constantly updated. You should save the link so you can always see the current forecast. We will discontinue the daily updates and let you check based on your need.

There is a 25% chance that thunderstorms developing this afternoon produce rainfall rates that exceed 0.50" in 30 minutes or 1.00" in 60 minutes. Storms that develop will likely feature a combination of gusty outflow winds and moderate-heavy rain, with flash flooding really only being a threat if storms redevelop over one area.
Thunderstorms will develop this afternoon after 12PM or so, with the greatest chance of flash flooding between 2-6PM. Storms will begin to weaken after 5-6PM with shower activity subsiding by 9PM.
Daily afternoon thunderstorms over higher terrain are likely to continue through the week, however the air mass will slowly become drier, resulting in a lower flash flooding threat than today.

NWS Salt Lake City has produced a weather briefing. Highlights for this briefing include:

Thunderstorms this weekend will feature more of a gusty wind threat rather than a flash flood threat, however there is still a low chance of heavy rainfall over the burn scar.
Chances for reaching critical rainfall rate thresholds will be low today, with a 10% chance of reaching 0.50" in 30 min or 1.00" in 60 min today primarily between 1-6PM.
Chances will be even lower tomorrow (Sunday), with a 5-10% chance of reaching 0.50" in 30 min or 1.00" in 60 min today primarily between 1-5PM.
Monday may see an increase in afternoon thunderstorm activity, with a slightly higher (25%) chance of rainfall rates exceeding thresholds. Chances will gradually decrease thereafter.

We continue to coordinate with supporting agencies. I met with the National Weather Service this morning to determine how to detect and notify resident of a potential flooding event. I will be getting emails with information like below for days that we could see flooding potential. We are working on getting additional equipment into the area to help better predict storms. We are also working to get them down here to talk to us about their warning systems. We could see flash flood warning on our cell phones similar to the evacuation notices.

NWS Salt Lake City has produced a weather briefing for August 21. Highlights for this briefing include:

Scattered showers and thunderstorms will gradually develop and become better organized between 1PM and 3PM today, with the threat for showers and thunderstorms continuing through around 11PM this evening.
There is a 10-20% chance for rainfall rates to reach 0.50" per hour under the heaviest thunderstorm cores, mainly between 3PM and 7PM today.
Any shower or thunderstorm will also be capable of gusty and erratic winds over 30 mph, with worst-case scenario gusts in the 50-60 mph range, again mainly between 3PM and 7PM today.
Isolated showers and thunderstorms will develop once again Saturday afternoon, but drier air will move into the area, limiting the chance of 0.50" per hour rainfall rates to less than 10%, with similar chances on Sunday.
Isolated afternoon/early evening showers and thunderstorms will be possible each day through Tuesday, with current indications suggesting mainly dry weather by Wednesday and Thursday of next week.

Tuesday. 8/18
It was good to see so many people out to our town meeting last night. I appreciate the support for me, the council, and town employees as we work thru new issues and processes. We are learning lessons we hope to never have to use again.

I left a letter with extra signature pages for the families of the helicopter pilots at the post office. Please stop by and sign it. I plan to mail it off this weekend.

Monday August 17 update-
Meadow Town will hold its monthly town council meeting tonight at the fire station at 7pm. We will conduct our regular business and I will provide an update on the fire and flood mitigations efforts to date. I have also written a letter of condolence to the families of the two helicopter pilots that gave their lives fighting the fire. If you would like to add your signature to that letter, you can do that tonight. I will also try to make it available at the post office on Tuesday for additional signatures. I’d like to mail it as soon as possible. Come out for the meeting, the update, and sign the letter. I’ll look for you tonight.
