A DECLARATION OF INDEPENDENCE
OF THE CITIZENS OF MCKINNEY
FROM THE FULLER/COX REGIME


When, in the course of civic events, it becomes necessary for a People to dissolve the political bands which have connected them with a government that has ceased to regard their consent as the source of its legitimate authority, a decent respect to the opinions of mankind requires that they should declare the causes which impel them to the separation.

We hold these truths to be self-evident: that all government derives its just powers from the consent of the governed; that public office is a public trust; that elected officials are servants of the People, and not their masters; and that whenever government ceases to respect the will of the People, it is the right of the People to alter or abolish it, and to institute new government, laying its foundation on such principles and organizing its powers in such form as shall seem most likely to restore their confidence.

To prove this, let Facts be submitted to a candid world.

They have treated elections as advisory whenever the results have conflicted with their preferred policies.

They have asked the People to approve approximately $200 million in airport debt, received a decisive NO, and then proceeded with the same objective through other financing mechanisms.

They have taken the word NO from the ballot box and translated it into YES—by another means.

They have asserted that the People rejected only a method of financing, rather than the project they were asked to finance.

They have used public funds and governmental entities to pursue undertakings that the People had already rejected at the polls.

They have multiplied contracts, financing arrangements, governmental corporations, grants, loans, and other instruments until the ordinary citizen must become a lawyer and accountant merely to discover what his government has done in his name.

They have confused the holding of public meetings with the duty to listen to the public.

They have treated public comment as a formality rather than a command to consider the public’s judgment.

They have substituted technical legality for democratic legitimacy.

They have treated citizens who question their decisions as obstacles rather than as the sovereigns to whom they are accountable.

They have permitted an ever-widening gulf between City Hall and the citizens of McKinney while assuring those citizens that they have been heard.

They have answered demands for accountability with explanations of procedure.

They have answered political opposition with attacks upon the motives of those who raise it.

They have fostered an environment in which citizens exercising their lawful rights of speech, petition, and recall may fear political retaliation.

They have forgotten that the right to petition one’s government is not an act of disloyalty.

They have forgotten that recall is not an attack upon democracy, but an instrument of democracy.

They have forgotten that an election confers a public trust, not permanent possession of public office.

They have mistaken electoral victory for perpetual consent.

They have forgotten the first principle of republican government:

THE PEOPLE ARE SOVEREIGN.
We, therefore, the Citizens of McKinney, appealing to the judgment of our fellow citizens and to the principles of representative government, do solemnly publish and declare:

That we withdraw our political allegiance from the Fuller/Cox Regime and from the philosophy of government which it represents;

That we reject government by evasion, government by technicality, and government by the assumption that the People may be ignored once their votes have been counted;

That we demand that NO shall mean NO, even when those in power dislike the answer;

That we demand that public money remain subject to public scrutiny and public accountability;

That we demand that elected officials remember that they are public servants, not public masters;

And that we reserve to ourselves every lawful means by which a free People may reclaim their government—including speech, assembly, petition, elections, litigation, and recall.

And for the support of this Declaration, with a firm reliance upon the protection of Divine Providence, we mutually pledge to each other our Lives, our Fortunes, and our sacred Honor.

The government is not the sovereign.

The People are.

And the People have spoken.
