In recognition of National Public Safety Telecommunicators Week, April 12 through 18, the McFarland Police Department proudly celebrates and honors dispatchers across the nation for their dedication, professionalism, and service.

Often unseen, dispatchers are the calm and steady voices behind the scenes, helping guide both the public and responding units through some of life’s most difficult and urgent moments. Their work requires patience, skill, compassion, and an unwavering commitment to the community.

This week, we especially want to thank our dispatch team for the long hours, missed holidays, sleepless nights, and time spent away from family in order to serve others. Your dedication does not go unnoticed. You are an essential part of public safety, and the work you do helps hold everything together.

Follow Up Information on E-Scooter Public Advisory:

Under California Vehicle Code (CVC) § 21235, you must have a valid driver's license or instruction permit to operate a motorized scooter. Since you must be at least 15½ years old to apply for a permit in California, this is effectively the youngest age a juvenile can legally ride an e-scooter on public roads. This is a regular Driver's License not an E-Scooter specific license.

To legally ride an e-scooter, a minor must follow the standard DMV process for an instruction permit. Once you have your permit, you must follow these specific California e-scooter laws:

Age Limit: You must be at least 16 years old to actually operate the scooter on public roads, even if you already have your permit.

Helmet Law: Unlike adults (who aren't legally required to wear one), anyone under 18 must wear a properly fitted bicycle helmet (CVC § 21235).

Speed Limit: You cannot exceed 15 mph (CVC § 22411).

No Sidewalks: It is illegal to ride an e-scooter on a sidewalk. You must stay in bike lanes or on streets with speed limits of 25 mph or less.

No Passengers: E-scooters are strictly for one person only.

Even if a juvenile has a permit and is 16, they usually cannot use rental apps. Most e-scooter rental companies require users to be 18 or older and verify this with a scan of a full driver's license through their terms of service.

Public Advisory:

🛴 E-Scooter Safety: What Parents & Riders Need to Know
We’re seeing an increase in minors riding electric scooters illegally throughout our community and it’s putting lives at risk.

Under California law:
• Riders must be at least 16 years old
• A valid driver’s license or permit is required
• Riders under 18 must wear a helmet
• Riding on sidewalks is prohibited

These laws are in place for a reason. E-scooters may seem harmless, but they can reach speeds up to 15 mph and accidents often result in serious injuries, especially for younger riders.

Parents: If your child is riding an e-scooter, make sure they are doing so legally and safely.
Riders: If you’re underage or unlicensed, you are not allowed to operate an e-scooter on public roads.
Consequences: Violations may result in citations, fines, and increased enforcement action. Underage riders and parents will be fined.

Our department is committed to keeping our community safe. Over the coming weeks, we will be focusing on education and awareness, followed by a zero-tolerance enforcement period.
Let’s work together to prevent injuries and keep everyone safe.
