Re-Elect Holly R Hinton Haskell County Treasurer

Re-Elect Holly R Hinton Haskell County Treasurer Your choice for transparency and accountability. I will continue to work to move Haskell County forward.

05/28/2026

Since taking office I have accomplished all the goals I outlined when I ran the first time.

- I have transitioned to the current chart of accounts for state compliance.
- I have instituted online payments and an accessible website.
- I moved to a full digital reporting and receipting process for accuracy and accountability.
- Prioritized learning and certification for myself and employees.
- I have worked hard at getting the Treasurer's office fully balanced and correcting all overstatements.

So what do I propose for the next 4 years?

1) I need to update our server to carry the extra information load since transitioning from paper.
2) There are continued repairs that need to be made to the office for the health and safety of my staff and citizens who come in.
3) More public input over the future of June Resale
4) Begin posting all monthly reports and statements that I submit to the board of Commissioners for greater transparency

This race has continued to be filled with misinformation, rumors disguised as “facts” and down right gossip. The Treasurer is not the "bookkeeper". I am the investment manager of the county. I am not the overseer of the accounts nor do I balance them. The office that is the bookkeeper who is also the overseer of the accounts is responsible for balancing with me. I am responsible for balancing to the bank only. I am responsible for ensuring all transactions are legally and correctly accounted for, something that my trainings, classes and education has instructed me on. In doing this role that means I sometimes have to say no. It isn't a popular stance but it is the right one. I don't deviate from the protection of public funds. I answer any questions that are asked of me and to me, I cannot answer a question from an elected official, employee or a citizen if it isn't asked to me. We have an open door policy, open records and I will always be happy to provide any information to anyone at anytime.

That is why you elected me, I am a fresh set of eyes, an unbiased voice and strong enough to make corrections even if it may seem like I am not working as a “team”, I am working for the good of Haskell county citizens.
When it comes down to who you want protecting your money do you want someone who will stand up for what's right or someone who wants to be everyone's friend?

Today we remember those who didn't make it home. As the wife, daughter, and granddaughter x2 of veterans I know first hand the sacrifices families make to ensure our way of life. Let's never forget to honor and respect those who gave the ultimate sacrifice.

One of the most frequent questions I receive in the Treasurer's office is the difference between "accounts" versus "funds".
All deposits are made through the Treasurer's office. They are receipted to the proper fund and are balanced daily. Reports are filed monthly with the county and the state.

The Treasurer's office DOES NOT maintain account balances. Those are the breakdowns within the fund.
For example, maintenance & operation, payroll, individual office needs, etc. So if you hear that an account doesn't have money in it that doesn't mean the fund doesn't.
Accounts can be zero while a fund is still flush with cash. There are multiple ways to correct the account. One is to transfer money within the fund. The other is to use another appropriate fund. All of which is decided situationally by the office holder and approved by the commissioners and the excise board. However, a FUND can not be used if it doesn't have cash. The Treasurer's office is only the accountant of funds held. We are not involved in the expenditure process nor do we approve/disapprove the use of funds.
This brings up the point as to why it is so important for the Treasurer’s office to remain unbiased. For all of these procedures there is a law and a process I am legally required to follow. It’s about following the legal process that can be tracked and called upon for accountability of all elected official, not just going along to get along. It is an important step in this process so that there is transparency for anyone to be able to recall and access the spending of tax payer funds.

Beginning in June I will be posting the approved monthly report. I appreciate people getting involved and asking questions. That is where growth begins.

Signs are in such demand we can't keep them in place. 🤣 If you are still waiting for a sign or need a replacement please send Scarlett or myself a message. We are putting out the last few of the first 125 now. We have another order of both yard signs and 4X4 signs that will be ready by early next week. I am also out visiting with taxpayers everyday. If you would like for me to stop by just let me know. I am always available for questions.

While serving as your Treasurer there are at times instances that must follow a chain of command.

One of those things is vendor complaints. Each instance is addressed due to circumstance. That process looks like this:

Notify Commissioners ✅
Notify DA ✅
Notify State Auditors Office ✅

Once notifications are made it is documented and filed in the audit folder. This removes all involvement of the Treasurer's office save any requests for documentation.

This is literally MY JOB. This happened recently and it is being mischaracterized as a personal or malicious event. Yet, no where will you see, hear me speak, make any accusations or give opinions. I, have never spoken with or to the OSBI for this or any other matter.

What you will see if you examine the evidence presented by the people defaming the Treasurer's office is the statement from OSBI agent Shawn Ward "as ALL appear to be acting in good faith". All parties includes the Treasurer doing the job I was elected to do.

I've seen mention of 2 elected officials and of 3 candidates so I, like all of you, also have no idea who else is falsely being blamed and accused.

I'll keep doing my job and pray about the rest.
