Ellis County ESD #1 residents,

The Insurance Services Office (ISO) has recently assigned Ellis County ESD #1 a Public Protection Classification (PPC) rating of 04/4X.

This improved rating may help you save significantly on your homeowners insurance. We encourage residents to contact their homeowners insurance provider and inform them of the new ISO rating for a lower premium.

We recently had one of our members who lives within our district, more than 5 miles away from the fire station and no fire hydrant near the property see a huge reduction in their homeowners premium. It didn’t come automatically, he had to push into it with his agent. It required his policy to be rewritten.

We are extremely pleased with this new rating that took effect in July of this year. It has been a project we have been working on for many years. We are so thankful and blessed to have the support of our community.

Meet Walter Samples- Board Treasurer

Walter Samples serves as the Battalion Chief in charge of Fire Training and Professional Development with a local professional Fire Department, bringing over two decades of progressive experience in the fire service. He began his career in 2002 and has advanced through the ranks demonstrating a strong commitment to leadership, operational excellence, and firefighter development.

In addition to his operational role, he has served as a long-time instructor with Navarro College and has taught a wide range of fire and EMS certification courses, including Fire Officer, Fire Instructor, and Basic Structural Firefighter programs. His passion for education and mentorship has helped shape the next generation of firefighters across North Texas.

Chief Samples holds multiple associate degrees in Fire Administration, Fire Safety Technology, and EMS, as well as a Bachelor of Applied Arts and Sciences in Organizational Leadership. He is currently pursuing a Master of Public Administration through the University of Texas at Arlington. He is also a graduate of the Texas Fire Chiefs Academy.
Throughout his career, Chief Samples has been recognized for his dedication and performance, earning multiple honors including Firefighter of the Year and Officer of the Year. He remains committed to advancing the fire service through training, leadership development, and a culture of continuous improvement.

The tax applies to everyday retail items, including clothing and apparel, books, online sales, beauty and personal care products. 👕📚

Essential items remain tax-free, including groceries such as milk, bread, eggs and healthcare like prescriptions and over-the-counter medications.

Unlike property taxes, which fall solely on local homeowners, a sales tax is shared by everyone who shops within the district boundaries outside of the City limits, including visitors and travelers passing through our community and commuters who utilize our infrastructure.

🚒 With the ESD 1 (Maypearl) population rapidly increasing, the demand on local emergency services has outpaced the current budget, making it difficult to keep up with the rising costs of staffing and equipment.

The proposed 2% sales tax increase could help ESD 1 Maypearl Fire fund additional staff and upgrade equipment, with the goal to reduce emergency response times and strengthen public safety services.

Let’s talk about the future of ESD 1 (Maypearl)! 📢

According to a report from 2022, the proposed sales tax revenue is estimated to generate approximately $51,000 per year for ESD 1 (Maypearl).

However, since sales tax is driven by consumers and shoppers, our community’s rapid population growth means current revenue estimates could be even higher than those earlier projections. 🛍️

Revenue generated from this measure would be designated to fund emergency services infrastructure, including both personnel and equipment for the ESD 1 (Maypearl) community. 💬
