United States Air Force Culture and Language Center (AFCLC) The Air Force's Global Classroom

The Air Force Culture and Language Center was founded at Air University in April 2006. In activating the center, the Air Force embraced the Air Force Chief of Staff’s intention to improve Airmen’s cross-cultural competence. In April 2007, the Air Force further demonstrated its commitment to culture learning by selecting cross-cultural competence as the centerpiece of Air University’s re-accreditat

ion efforts. In December 2007, the Center was made responsible for culture and language training, as well as education, across the entire Air Force. In July 2011, the Air Force made AFCLC’s Language Enabled Airman Program the primary service-wide solution to develop higher levels of language proficiency in the General Purpose Force. The AFCLC’s team of highly-qualified military and civilian experts provides the Air Force with a “one-stop shop” for language, region and cultural force development. The AFCLC is part of Air University’s Spaatz Center at Maxwell Air Force Base, Ala.

As a core part of the LEAP-ACE Eaker 26-2 course, Chinese Mandarin and Tagalog Scholars participated in a force generation demonstration at the 187th Fighter Wing, Alabama Air National Guard. Members of the 187th gave flightline demonstrations and instructed LEAP Scholars on flightline scenarios and technical vocabulary. Scholars took lessons learned at the 187th back to the classroom to develop technical vocabulary for use as ACE-ready multi-capable Airmen.

D³: Develop - Language + Culture = Speed

At the heart of the National Defense Strategy is a critical mandate: increase burden sharing with our allies and partners. For Air University's Language Enabled Airman Program (LEAP), this isn’t just policy: it’s their fundamental operational purpose.

Through specialized Mobile Training Team (MTT) missions, LEAP scholars developed by the United States Air Force Culture and Language Center (AFCLC) are integrating seamlessly with global coalition partners to build trust, enhance interoperability, and strengthen joint force effectiveness.

Whether it is French LEAP Scholar Tech. Sgt. Messan Atayi strengthening ISR capabilities with Djiboutian forces in U.S. Africa Command (AFRICOM), or U.S. Space Force Capt. Tia Scoggan enhancing emergency airfield operations in Indonesia for U.S. Indo-Pacific Command, these scholars are elevating partner nations across the globe.

As AFCLC Director Howard Ward notes, "Airmen skilled in languages and cultures with deliberate development to ‘speak Air Force’ in the target language are central to achieving this important pillar of the NDS... Tactically, language + culture = speed."

During the massive Relámpago de los Andes joint exercise in Colombia, Air University's Language Enabled Airman Program (LEAP) Scholars proved exactly why cultural expertise matters on the global stage.

Operating alongside military teams from Brazil, Colombia, Spain, and Mexico, LEAP Scholars stepped up to bridge critical communication gaps. They didn't just translate words; they interpreted intent and purpose, combining their linguistic fluency with deep technical and tactical Air Force expertise.
Their vital support enabled seamless interoperability across 16 functional areas, driving the success of:
✈️ 32 air combat sorties
📦 23 transport & logistics missions
💻 31 cyber missions
🤝 Humanitarian medical engagements treating 620 patients

As Tech Sgt. Rodolfo Falero Maldonado noted, "LEAP Scholars don’t just translate; they interpret intent and purpose."
