Recent storms and high winds may have caused damages to homes and property across Union County. If your real property was damaged or destroyed, you may qualify for a temporary reduction in your property value that could lower next year’s property taxes.

The Union County Auditor’s Office encourages property owners to file a DTE Form 26 – Application for Valuation Deduction for Destroyed or Damaged Real Property.

This morning, Union County Auditor, Andrea Weaver had the opportunity to speak with members of the Marysville Area Realty Association (MARA) about several important topics impacting property owners and the local real estate market.

The presentation included an overview of the 2025 Revaluation process, tax credits and recent legislative changes coming from the State of Ohio that could impact taxpayers in the years ahead.

📢 PROPERTY TAX UPDATE: HOUSE BILL 186

The Union County Auditor’s Office would like to help residents better understand recent changes made by the State of Ohio through House Bill 186 (HB 186).

Beginning in Tax Year 2026, Ohio will gradually phase out the 10% nonbusiness rollback for most residential properties over a four-year period:

• 2026 – 7.5% rollback
• 2027 – 5% rollback
• 2028 – 2.5% rollback
• 2029 – 0% rollback

However, owner-occupied homes that serve as a taxpayer’s primary residence will see an increase in the owner-occupancy credit over the same timeframe:

• 2026 – 5.70%
• 2027 – 8.92%
• 2028 – 12.15%
• 2029 – 15.38%

What does this mean?

🏡 Homeowners who live in their home as their primary residence will ultimately receive a larger overall credit than they do today. While the total owner-occupied credit increases from 2.5% to 15.38%, the actual net increase for many owner-occupants is approximately 2.88% over what they currently receive today.

🏘️ Residential properties that are rented, leased, or not owner-occupied will gradually lose the rollback benefit entirely.

🌾 Agricultural land will continue receiving the full 10% rollback.

While HB 186 provides some additional relief for owner-occupied homeowners, many Ohio residents continue to express concerns over rising property tax burdens. Additional long-term property tax reform still needs to be discussed at the state level.

These changes were enacted by the Ohio General Assembly as part of HB 186 and will be phased in over several years. The Union County Auditor’s Office will continue working to provide updates and educational information as implementation moves forward.

🏡Homestead Exemption Update – Union County Auditor’s Office

The Homestead Exemption program continues to provide important property tax relief to qualifying Union County residents.

For Tax Year 2025, Union County currently has 2,442 residents enrolled in the Homestead program.

Of those:
• 153 are qualified 100% disabled veterans
• The remaining recipients are residents who are 65 and older or permanently and totally disabled and income qualified

📊 Program Impact:
• Total Reduction in Taxable Value: $25,125,060
• Total Reduction in Property Taxes: $1,127,015

This program helps reduce the property tax burden for many of our seniors, disabled residents, and veterans across Union County.

We’ve received questions regarding a delay in the mailing of second-half property tax bills, and we want to provide accurate information to our residents.

The delay is not caused by the Union County Auditor’s Office.

This situation is the result of recent action at the state level. The Ohio General Assembly, along with the Governor, approved legislation that does not take effect until the second half of the tax year. Because of how this law was structured and timed, counties across Ohio are required to adjust their processes before second-half tax bills can be finalized and mailed.

When changes are made at the state level, especially with delayed effective dates, it can directly impact local timelines.

There has been some recent discussion in our community / mailers being received about property reappraisals and whether they can be “stopped” or “tabled.”

We want to provide clear, factual information to the residents of Union County:

Under Ohio Revised Code 5713.01, the County Auditor is legally required to serve as the chief assessor of all real property in the county and must assess properties at their “true value in money.”

Ohio law also requires a complete countywide reappraisal of all real property at least once every six years. This is not optional and cannot be delayed, “tabled,” or canceled by the County Auditor.

The purpose of a reappraisal is not to “raise taxes.” It is a state-mandated process designed to ensure fairness and equity so that similar properties are assessed consistently based on current market conditions. This process includes reviewing physical property characteristics and analyzing recent market data to establish accurate and uniform values across the county.

The Union County Auditor's Office remains committed to transparency, accuracy, and providing residents with factual information about property values and the assessment process.

At a recent public meeting, our Auditor had a conversation that’s worth sharing.

A resident approached her, understandably frustrated, after being told by a member of our office staff that he did not qualify for Ohio’s Homestead Reduction. We completely understand how disappointing that can be as property taxes matter to everyone.

But this also highlights something important that many people don’t realize:

The County Auditor’s Office does not set the rules for property tax relief programs like the Homestead Reduction. These programs are created and defined by the State of Ohio. That means eligibility requirements are determined by state law, not by our office, and not by our employees. Our role is simply to administer the program based on those rules.

If you believe the qualifications should be different, the people who can make that change are your state legislators. For Union County residents, that includes State Representative Tracy Richardson (614-466-8147) and State Senator Bill Reineke (614-466-8049). We encourage you to contact their offices to share your thoughts.

What is the Homestead Reduction?

The Homestead Reduction is a state-funded program that provides a reduction in property taxes for eligible homeowners by lowering the taxable value of their home.

Who qualifies?

As of now, you may qualify if:
• You are 65 years of age or older, OR permanently and totally disabled
• AND your total household income does not exceed $41,000 (this amount can change each year)

There are also provisions for certain veterans with service-related disabilities.

How much can it save?

The program reduces the taxable value of your home by $29,000, which can result in a savings of several hundred dollars per year depending on your local tax rates. For example, if you live in Allen Township/MEVSD, your tax credit would be $540.00. If you live in Darby Township/Fairbanks schools, the credit would be $401.00; Village of Richwood, the credit would be $494.00. The amount of the credit is dependent on the full tax rate where you live.

Board of Revision Update – Union County Auditor’s Office

Just a friendly update from the Union County Auditor’s Office regarding this year’s Board of Revision filings.

The deadline for property owners to file a Board of Revision complaint has passed — it closed on March 31st. We’ve received all the complaints for this cycle and appreciate everyone who took the time to submit their filings.

School districts now have until April 30th to submit any counter-filing

As a smaller office, our team is carefully reviewing and working through every single case as quickly and thoroughly as possible. Because of the upcoming counter-filing deadline, most residents should expect to hear back from us in May. At that time, you’ll receive either an offer letter or a scheduled hearing date.

We know these processes can take time, and we truly thank you for your patience while we work through everything. Our goal is to handle each case fairly, accurately, and efficiently for all involved.

Important Board of Revision (BOR) Update

Today is the FINAL DAY to submit your Board of Revision appeal!

Please remember, we are carefully reviewing each appeal individually — one at a time, thoughtfully, and with the attention it deserves. We are still actively receiving and processing appeals today, so if you haven’t heard from us yet, please know that we will be looking at your case soon.

Our plan is to have either a settlement offer or a hearing date for you near the end of April. Keep in mind, we are a small office and are working through the cases as quickly and as thoroughly as possible.
