CALEB MESSMER APPOINTED AS COUNTY WEIGHTS & MEASURES INSPECTOR/RECYCLING OPERATIONS COORDINATOR
MARTINSVILLE, IND. – Caleb Messmer has been appointed as the county’s Weights & Measures Inspector/Recycling Operations Coordinator. Messmer previously worked for the Morgan County Highway Department, which he joined in 2025.
As Inspector for the Morgan County Weights & Measures Department, Messmer is responsible for enforcing all laws and local ordinances pertaining to weighing, measuring, and timing devices. This includes:
Conducting on-site inspections
Issuing citations or fines
Making random checks on pre-packaged goods
Completing monthly and yearly reports for the county commissioners and State Board of Health
Managing the department’s annual budget
Maintaining the county department’s equipment and vehicles
Addressing questions and complaints from residents
Messmer’s office interacts most with gas stations, farmer’s markets, grocery stores, and other various places where products are bought and sold by weight or volume. Messmer recently completed state-mandated training and earned his certification to serve in this role, which was previously held by recycling director Scotty Manley.
As the Recycling Operations Coordinator, Messmer helps residents with recycling at the County’s new recycling center, assists with recycling education and outreach, and provides operational coverage for the department. He splits his time between his office in the Administration Building in Martinsville and the recycling center.
“Serving as the Weights & Measures Inspector and Recycling Operations Coordinator is a challenging, but rewarding career move,” Messmer said. “Working for the county allows me to have a positive impact on businesses and residents across Morgan County.”
Messmer is a life-long resident of Martinsville and owns a landscaping business. Prior to joining the county, he worked as a Licensed Practical Nurse.
