PROTECT WEST VIRGINIA FROM OUT-OF-CONTROL DATA CENTERS

West Virginia is under threat.

Massive out-of-state tech corporations are moving into our state to build mega data centers that will consume enormous amounts of water and electricity — and the politicians in Charleston passed HB2014 in 2025 with ZERO guardrails to protect the people of West Virginia.

That means:

• Our groundwater and aquifers could be drained
• Rural private wells could run dry
• Electric bills could rise to power these facilities
• Taxpayer money could be handed to billion-dollar corporations
• Local communities could lose control over what gets built in their own counties

Several courageous Delegates tried during the 2026 legislative session to fix this.

They introduced legislation and amendments to:

✔ Protect groundwater
✔ Defend property rights
✔ Restore local control
✔ Stop electric rate increases on West Virginians
✔ Ban taxpayer subsidies for mega data centers
✔ Require transparency so citizens know what is being negotiated behind closed doors

But those protections were voted down by the political establishment.

West Virginia Constitutional Conservatives is working with leaders in the legislature to fight back and protect the people of our state.

Stop the ATF Gun Confiscation Database — Defend the Second Amendment!

Under Joe Biden, the ATF launched a sweeping data program that has now amassed over one billion firearm transaction records, all stored right here in Martinsburg, West Virginia.

Each month, the ATF is scanning six to nine million additional records into a searchable digital database — a national gun registry in all but name.

This massive operation violates not only the Second Amendment, but also clear prohibitions by Congress against creating or maintaining any federal registry of fi****ms or firearm owners.

Now, Delegate S. Chris Anders (R-97) is leading the fight in Charleston to ban the ATF from creating or maintaining any such database within West Virginia — and to prohibit state or local agencies from cooperating in this unconstitutional scheme.

But make no mistake — the Trans-Republicans in Charleston, who pretend to stand for your rights while bowing to federal pressure, won’t lift a finger unless forced to.

The 4th Amendment protects your right to privacy. Programs using facial recognition, "gun" recognition, and other surveillance technologies without a warrant violate the Constitution and due process of law.

I'm proud to announce that I’ve partnered with State Senator Christopher Rose to submit a draft for legislation to restore and protect the 4th Amendment here in West Virginia.

This is not 1984, and we will not allow West Virginia to become some Orwellian dystopia or a scene from Minority Report. Your constitutional rights are non-negotiable!

Right now, Marion County is working to implement measures that destroy the 4th Amendment, with the full support of West Virginia U.S. Senators Shelley Moore Capito and Joe Manchin. This must be stopped.

This bill is designed to uphold your constitutional rights and prohibit invasive surveillance and digital identity systems without proper legal authority.

Key highlights of the legislation:
1️⃣ No Surveillance Without a Warrant: Prohibits real-time security monitoring, including:
Multimodal vehicle recognition
Facial recognition
"Gun" recognition
Drones and license plate readers
Unless a warrant is issued based on probable cause for a specific person.
2️⃣ No Digital Identity Ecosystem: Prevents the establishment or use of any digital identity systems in West Virginia.
3️⃣ Immediate Action Required: Mandates an immediate halt to any such programs currently in use by state, county, municipal, or city entities.
4️⃣ Accountability for Violations:
Violating this act will be considered a felony and treason against the U.S. Constitution, punishable by at least 1 year and 1 day in prison.
A $10,000 civil penalty per occurrence will also be imposed.
5️⃣ Empowering Citizens: Provides citizens whose 4th Amendment rights are violated the ability to seek damages in civil court.

This is a critical step to ensure that West Virginia remains a state that respects personal freedoms and upholds the rule of law.
