I've been doing this for over 26 years, and I've seen a lot of terrible records, but this may be in the top worst 1% of cases that have crossed my desk.

Although this was in New York we know how easy it is to get caught up in the in Pennsylvania and find yourself in a mess of suspensions. This does not sound like one of those situations, and he may want to review some life decisions.

New Pennsylvania regulations just went into effect that can save you money and time off your suspension....even some Driving Under Suspension violations. PA Act 138 of 2024, effective April 30, 2026.

This changes vehicle and judicial codes to reduce driver’s license suspensions for nonpayment of fines and to grant relief for long suspensions caused by nonpayment.

It mandates courts to determine an individual's ability to pay, allows community service as an alternative to fines, and establishes a relief program to waive restoration fees.

This relief can even help with a program for individuals who have been stuck in the Suspension Snowball caused by administrative suspensions (non-safety violations).

Fee Waivers: Directs PennDOT to waive driver's license restoration fees for those who enter a community service program, set up payment plans, or are found unable to pay, according to the Commonwealth of Pennsylvania.
