As the Carnival 🎡 is underway, we ask all motorists to use extra caution and remain alert for pedestrians crossing the roadway.
Please slow down and come to a complete stop for individuals using designated crosswalks. The safety of our residents, families, and visitors is our top priority.
This serves as a warning: Any driver who fails to stop for pedestrians in a crosswalk, or who drives through or around stopped traffic at a crosswalk, may be cited and fined in accordance with West Virginia State Code, which is attached for reference.

Under West Virginia Code §17C-10-2, motorists must slow down or stop to yield the right-of-way to pedestrians crossing within a marked or unmarked crosswalk, provided the pedestrian is on the vehicle's half of the road or close enough to be in danger.Key Rules for Drivers in West VirginiaThe "Half-Road" Rule: Drivers must yield if the pedestrian is on their side of the roadway or is approaching so closely from the opposite side that they are in immediate danger.Prohibition on Passing: If a vehicle has stopped at a marked or unmarked crosswalk to let a pedestrian cross, any vehicle approaching from the rear is prohibited from passing the stopped car.Sudden Movements: Pedestrians cannot suddenly leave a curb or safe zone and walk or run directly into the path of a moving vehicle that is too close for the driver to yield.Due Care: Even outside of designated crosswalks, West Virginia Code §17C-10-4 requires drivers to exercise due care to avoid colliding with pedestrians, sound their horns when necessary, and take proper precautions around children or incapacitated individuals.
