In 1958, a local group of dedicated citizens, known as the Marina Community Service Corporation, proposed the formation of a municipal-owned water system with boundaries to coincide with the existing Marina Fire District (approximately 1,600 acres). Two years later, the Marina County Water District was formed by a vote of the 766 registered voters of the then unincorporated city of Marina. In 1966

, voters authorized the sale of water bonds totaling $950,000 to acquire a privately owned water company serving the area. Long before the District was formed, studies revealed that seawater had been intruding into the area's groundwater supply, because more water was being pumped from the aquifers each year than was being replenished naturally. In 1983, the District abandoned pumping from the 180-foot well because of saltwater intrusion, and, from 1983 to 1989, drilled three deep wells in the 900-foot aquifer. These wells provide Marina with its current source of water. In 1997, the District began operating a desalination plant, capable of producing 13 percent of its water supply, to supplement well water. The plant remained in service for several years before a sudden rise in electricity costs made it uneconomical to continue operating. Because of its diminishing water supply, the District continues to seek new water sources and expand its conservation programs. In 1970, Marina voters responded to an increasing number of septic system failures and requests to meet the community's growing sanitation needs by constructing a sewage treatment plant and disposal system, which was financed by the sale of $1.3 million in sewer bonds. The District operated the plant until 1993 when an agreement with the Monterey Regional Water Pollution Control Agency made it possible for Marina's wastewater to be treated at the regional treatment plant. Though the District ceased treating wastewater, it continued to operate and maintain Marina's sewer system. For its first 35 years of operation, the District was known as the Marina County Water District. But in 1994, its name was changed to Marina "Coast" Water District to avoid possible confusion of being an adjunct to the Monterey County government. With the closure of the Fort Ord military base in 1997, the Army contracted the District to operate its water and wastewater systems and, in 2001, officially transferred the systems to the District. Since combining services and resources, the District improved its water distribution and storage efficiency while decreasing operating costs. The District is governed by a five-member Board of Directors who are elected by the voters to serve four-year terms. Eleven candidates, interested in serving their community's needs, vied for the five Board seats in the first election. These dedicated directors, who were instrumental in the formation of the District, were Raymond S. Briley and Robert Workman.

When the MCWD Board of Directors hired as in the Spring of 2021, customers gained an experienced leader who continues to ensure that the District delivers on its core promise: reliable, affordable water and wastewater service.

Through careful budgeting and a continually refined Capital Improvement Program, aging infrastructure gets replaced on schedule, service disruptions are minimized, and the District remains in strong financial health — so customers can have confidence in these services.

Rem's deep across water distribution, wastewater collection, recycled water, and new water supply development means the District is well-positioned to meet community needs today and in the years ahead. is a Marina Coast Water District (MCWD) program to help income-qualified customers manage their water bills. If you are an MCWD customer at or below 200% of the federal poverty guidelines, you may be eligible to save up to $250 a year on your water bill.


All applications go through Dollar Energy Fund. MCWD does not process applications directly.

Primary application enrollment runs May–June, then November–December if funds remain.


Dollar Energy Fund enrollment opens in May. Watch for an announcement with the exact date and contact information.

Marina Coast Water District recently honored O&M Supervisor for two decades of service. Joe began employment 20 years ago as a Collections System Operator I, and has developed an extensive institutional knowledge of water and wastewater systems.

In his current leadership role, Joe leverages his , , and great rapport with staff to foster a collaborative learning environment. His and willingness to help have always made it easy for staff to approach him for guidance. He is responsible for assigning daily tasks, leading special projects, and assisting with reporting compliance for the District's water, wastewater, and recycled water systems.

Joe took on the backflow compliance role early in his career and has done a ensuring that the District’s water system is protected. He also oversees hazard assessments and Cross-Connection surveys, where he works with customers to ensure backflow devices are installed and brought into compliance.

Joe has gained a high level of achievement, and currently holds the following professional certifications:

On 2026, Marina Coast Water District staff traded their usual routines for gloves and bags, spreading across Marina, picking up over — removing half a ton of litter from our landscape.

Employees gathered early for area assignments, then spread out between Imjin and Patton Parkways. As staff broke into smaller crews, bags of trash began to pile up quickly. Colleagues wore their t-shirts with a sense of community, turning into a shared mission for Marina.

Once the bags were full and tied and the landscape looked refreshed, there was a collective sense of accomplishment. was pleased to take part in this yearly global effort, strengthening both personal growth and the community.
