We know the value of high-quality, reliable water service. Unfortunately, there is a small number of individuals and businesses that attempt to obtain water service without paying for it. When theft and tampering occur, all customers pay the price.
Theft of water service is a crime. Help put an end to it.
Theft of water service is the unauthorized receipt or use of water service without the consent of the water utility. It usually occurs when an individual knowingly tampers with a fire hydrant, water meter or water service line to obtain water without paying for it. Theft of water service is illegal, and those found guilty will be subject to civil and criminal penalties, which may include substantial fines and/or time in prison.
Following are examples of theft of service. If you are aware of any of these activities, please give us a call. If any of these situations were preexisting at your property, and you were unaware that it was considered theft of service, contact us so that we can help guide you through correcting the matter.
Unmetered service or bypass using water.
This is when a customer receives water service that is not being measured through a meter, and/or is not being billed for that service. This includes opening valves at the curb or meter that have been turned off by Marianna Municipal Water works personnel; bypassing meters in any way; breaking, picking or damaging cut-off locks; removing, disabling or adjusting water meters;
and connecting to or intentionally damaging water lines, valves or other equipment for the purpose of stealing or damaging utility equipment.
Report Theft of Service
Unauthorized use for construction.
From time to time, we find contractors using water service that is unmetered during construction projects. If you work in construction and need to use water on a job, give us a call. We can arrange to install a temporary meter so that you can obtain water for your needs.
Irrigation connection before the meter.
When an irrigation or sprinkler system is connected to a water service line before the water meter, this is considered an illegal connection. Contact us for guidance on proper installation.
Unauthorized fire hydrant use.
The only individuals who are authorized to use fire hydrants are Marianna Municipal Water works employees for maintenance purposes and fire department personnel for firefighting. Authoriza- tion for other purposes must be pre-approved by Marianna Municipal Water works.
This is important to our community because in addition to being illegal, unauthorized use of fire hydrants can:
• damage a fire hydrant and render it inoperative when needed for a fire emergency.
• cause water main breaks, which can interrupt water service to nearby customers.
Filling swimming pools, filling tanker trucks and opening hydrants for “street showers” are all examples of illegal use. So, if you see anyone other than official fire department or Marianna Municipal Water works personnel using a fire hydrant for anything other than fire- fighting or maintenance, let us know.

Pennsylvania residents are being asked to voluntarily conserve water after a statewide drought watch was declared on Thursday.

The Pennsylvania Department of Environmental Protection says residents are encouraged to reduce their nonessential water use.

"Although this week has brought some welcome rain to much of the state, it's not enough to make up for the lack of rainfall this spring, following a winter that brought little snowfall in many areas," DEP Acting Secretary Rich Negrin said in a statement.

"As a result, we're seeing lowered stream flows, dropping groundwater levels, and persistent precipitation deficits. Water conservation, always a good practice, is especially helpful now as it'll lessen potential future impacts on water supplies if rainfall continues to be scant this summer."

Residents and businesses in the state are being asked to reduce their nonessential water use by 5% to 10%.

The DEP listed the following examples on how Pennsylvanians can use less water at home:

Run the dishwasher and washing machine less often, and only with full loads.
Don't let the faucet run while brushing your teeth or shaving. Take shorter showers. For example, consider not washing your hair daily.
Water your lawn only if necessary. Avoid watering on windy and hot days. Watering grass lightly and efficiently will encourage healthier, deeper grass roots. Overwatering is wasteful, encourages fungal growth and disease, and results in shallow, compacted root systems that are more susceptible to drought.
When mowing your lawn, set the blades 2-3 inches high. Longer grass shades the soil, improving moisture retention.
Water your garden less often. If necessary, water only in the cooler evening or morning hours, and direct the water to the ground at the base of the plant. Focus on new plantings, which have shallow root systems. Older plants may endure dry conditions longer.
Skip the car washing. If you have to wash your car, it's better environmentally to go to a drive-through car wash that recycles the water.
Sweep your sidewalk, deck, or driveway, instead of hosing it off.
Check for and repair household leaks. For example, a leaking toilet can waste up to 200 gallons of water daily.
Set up a rain barrel to be ready to repurpose rain when it does fall. For helpful information, see this Penn State Extension guide. Or just set out a bucket to capture water in the event of rain, and reuse it to water plants or the bird bath.

The statewide drought watch was declared following a meeting of the Commonwealth Drought Task Force this week, the DEP said.

What is the penalty for theft of services in PA?

The maximum sentence for this charge will be as follows: Summary offense — The maximum fine for a summary offense in Pennsylvania is $1,500. The sentence may also include up to three months in jail. Third degree misdemeanor — The maximum sentence for a third degree misdemeanor is $2,500 and 12 months in prison.

If we catch anyone stealing water we will have you prosecuted to the fullest extent of the law.

The Borough tries their best to work with all their water customers. The customers that have promised to pay and never did or signed a termination deferral agreement and didn’t follow through with the agreement will be required to pay their past due balance in full or service will be terminated. We have gone above and beyond to work with our customers but we have a monthly water and garbage bill we have to pay as well.
Payment options are a courtesy to our customers, the customers who do not pay until they get a shut off notice every couple months will now have to pay in full or service will be terminated. Lastly, as many of you have probably noticed, we have not been adding late fees to the bills If you have payed late fees they have been added as credit on your account. This courtesy was given due to the pandemic, starting in January, 2023 late fees will be addded once again. If you have any questions, please feel free to call the Borough office between 8:30 AM to 4:30 PM Monday through Thursday.

This is why heat is required in the fall-winter months to have water service..
One of our customers didn’t notify us their house was vacant and there was no heat and a lot of pipes burst inside and water ran into our curb stop and froze it.. it was Below 10° when the initial break happened inside the residence and when the plumber came today the curb stop broke when we turned the service back on from the damage it sustained in the beginning of Febuarary..
We decided to fix it under pressure so 30 to 40 residents will not be able to water at one time..
If you do not have heat in the cold months your service will be terminated immediately!!

All residents who have old meters have 30 days from this Monday July, 10th to have them changed or your service will be disconnected..
They were all supposed to be updated to the new meters in 2016, if customers were non compliant their service was to be terminated..

Marianna Borough purchased RF meters in 2015 they were installed in 2016.. There are still several customers who have the old Rockwell or Sensus meters..As of 6-6-22 you have 30 days to have your meter replaced, letters went out in late summer 2016 giving these customers 30 days to have the meters changed our service would be terminated but some still didn’t follow through..
This affects or efficiency and accuracy so please contact the Borough office Monday through Thursday between the hours of 8 AM to 4 PM to make arrangements to get your meter changed..
