Chief Eilert recently attended the FBI-LEEDA Command Leadership Institute (CLI), a nationally recognized leadership program designed to prepare law enforcement professionals for command-level positions. The intensive 4½-day course focuses on leadership development, ethical decision-making, team building, resiliency, and leading organizational change.

The FBI-LEEDA CLI program follows a “Cops Teaching Cops” model, allowing officers to learn from experienced law enforcement leaders from across the country while sharing real-world experiences and best practices.

In law enforcement, learning never stops. No matter the rank or years of experience, there is always an opportunity to grow, adapt, and improve.

Today, the Town of Manteo and the Manteo Police Department proudly celebrated the swearing-in of our newest Police Sergeant, David Rhoads.

Sergeant Rhoads has faithfully served the Town of Manteo Police Department for approximately seven and a half years, including three and a half years as a dedicated K-9 officer. His commitment to service, leadership, and community safety has been evident throughout his career.

Prior to his law enforcement service, Sergeant Rhoads honorably served in the United States Army from 2006 to 2017. During his military career, he demonstrated exceptional leadership, guiding units ranging from small teams of five soldiers to a battery company of more than fifty personnel. In these roles, he was responsible for the health, welfare, and professional development of those under his command.

Sergeant Rhoads brings extensive education and specialized training to his new role, including a Bachelor of Science degree in Criminal Justice from Bowie State University. His professional development includes field training officer certification, general instructor school, specialized fi****ms instructor training, first-line supervisor training, and completion of the FBI Law Enforcement Executive Development Association program, where he earned the Trilogy Award for completing all three leadership courses.

He is also highly trained in K-9 operations through the International Police Working Dog Association and has completed a “train the trainer” program through K2 K9 Solutions, further strengthening his expertise and ability to mentor others within the department.

Lieutenant Corbin noted Sergeant Rhoads’ strong leadership background, professional accomplishments, and dedication to both his team and the community he serves.

We are grateful for Sergeant Rhoads’ continued service and commitment, and we look forward to the leadership he will bring in his new role.

On March 15, 2026, Officer Gross participated in the Torch Run. The Law Enforcement Torch Run (LETR) is the largest grassroots fundraising and awareness campaign benefiting the Special Olympics. Officers and athletes carry the “Flame of Hope” through relay runs that lead to the lighting of the cauldron at Special Olympics opening ceremonies.

The Manteo Police Department is proud to support the Torch Run and the athletes of the Special Olympics.
