National Clearinghouse on Abuse in Later Life - NCALL National Clearinghouse on Abuse in Later Life, a project of End Domestic Abuse Wisconsin.

In 1999, End Domestic Abuse Wisconsin: The Wisconsin Coalition Against Domestic Violence created the National Clearinghouse on Abuse in Later Life (NCALL) with funding from the Department of Justice’s Office on Violence Against Women. Since 2002, NCALL has been providing technical assistance to the Department of Justice, Office on Violence Against Women, Enhanced Training and Services to End Abuse

in Later Life Program. Today, NCALL is a nationally-recognized leader on program development, policy, technical assistance, and training that addresses the nexus between domestic violence, sexual assault, and elder abuse, neglect, and exploitation.

Today, our WEAAD Myth vs. Fact campaign highlights how ageist misconceptions about dementia and capacity can increase risk for abuse in later life.

Too often, signs of confusion are mistaken for a total loss of decision-making capacity—silencing older adults and excluding them from meaningful choices. In reality, capacity is decision-specific and can change over time. With the right supports such as clear communication, familiar environments, extra time, or trusted supporters, many older survivors with dementia can continue to share their experiences, express their preferences, and make informed decisions. By recognizing and supporting capacity, we can center the survivor and help preserve their autonomy.

Most cases involve someone the older adult trusts, and the emotional, physical, and financial consequences can be profound. It costs older adults billions each year, while also harming their health, well-being, and independence.

Misunderstandings about what abuse looks like often delay help, even among well intentioned professionals.
That’s why NCALL’s role is so important. We provide training, tools, and guidance that help professionals recognize financial exploitation early, respond with confidence, and offer compassionate, effective support to every older survivor.

Across the country, domestic violence, sexual assault, and anti trafficking programs are in limbo. These programs rely on federal support to keep doors open, answer crisis calls, and provide shelter, advocacy, and safety planning to victims of all ages. Federal funding also supports organizations that provide essential training, peer support, and resources to frontline service agencies, helping ensure survivors receive high-quality, trauma-informed care in every community.

Survivors and the programs that serve them deserve transparency, timely decisions, and the resources Congress already approved.

Stalking in later life is often overlooked — and myths play a big role. Many people assume stalking only affects younger adults or that older adults are less harmed. These misconceptions make it harder to recognize the danger and leave older victims without support.

NCALL is working to change that.
With the Stalking Prevention and Awareness Resource Center, we’re leading national efforts to expose the realities of stalking in later life and correct harmful myths. We’ve created practical resources and trainings to help professionals identify stalking, understand its impact, and respond in ways that protect older adults.

Neglect is one of the most misunderstood forms of abuse in later life. It happens when a caregiver or trusted person fails to meet an older adult’s basic needs—food, water, shelter, hygiene, or medical care—putting their health and safety at risk.

Too often, neglect is dismissed or overlooked. Misconceptions rooted in ageism and lack of awareness mean warning signs get missed, leading to less urgency, fewer resources, and fewer efforts to prevent harm.

With the right training, professionals can spot abuse sooner, respond with care, and support healing in later life. That’s why investing in education and partnering with NCALL matters.

Ageism is more than a harmful attitude — it’s a barrier to safety, justice, and healing for older victims. Too often, abuse in later life is dismissed or misunderstood because of ageist assumptions:
➡️ “They’re just confused.”
➡️ “No one would sexually assault an older person.”
➡️ “It’s a family matter — they don’t want outside help.”

Ageism also shows up in the policies, programs, and systems meant to help — leaving older victims unseen, unprotected, or unsupported.

At NCALL, we know that older survivors experience abuse in complex ways and deserve responses that honor their lived experiences, autonomy, and dignity — not stereotypes about age.

As we approach World Elder Abuse Awareness Day (June 15), we’re calling on advocates, service providers, and communities to recognize and challenge ageist bias — because acknowledging ageism is critical to ensuring that all older victims receive meaningful, trauma informed care and support.
